00 SENATE CS FOR CS FOR HOUSE CONCURRENT RESOLUTION NO. 32(FIN) 01 Relating to information infrastructure and establishing the Alaska Information 02 Infrastructure Policy Task Force. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the development of information infrastructure will provide Alaska 05 communities with access to broadband connectivity and provide for improved 06 telecommunications, health care, education, homeland security, and economic development 07 opportunities; and 08 WHEREAS access to fiber optic and wireless connectivity will help bridge the digital 09 divide that separates rural Alaska from the benefits of technological advances realized by 10 urban areas; and 11 WHEREAS public-private partnerships have been used successfully around the globe 12 to facilitate information infrastructure development; and 13 WHEREAS the Alaska Industrial Development and Export Authority may issue 14 conduit revenue bonds for qualified applicants; 15 BE IT RESOLVED that the Alaska State Legislature establishes the Alaska 16 Information Infrastructure Policy Task Force to review and analyze the state's current and

01 long-term information infrastructure needs; and be it 02 FURTHER RESOLVED that the task force shall identify existing public and private 03 fiber and broadband infrastructure in Alaska; and be it 04 FURTHER RESOLVED that the task force shall conduct a preliminary analysis of 05 the state's long-term infrastructure needs; and be it 06 FURTHER RESOLVED that the task force shall consider how best to define the 07 state role and interest in information infrastructure development; and be it 08 FURTHER RESOLVED that the task force shall address the state's long-term 09 information infrastructure needs by encouraging industry and government to take action, 10 either separately or through joint efforts such as pooling and integrated resource planning, to 11 meet those needs; and be it 12 FURTHER RESOLVED that the task force shall develop a long-term information 13 infrastructure plan for Alaska that will efficiently enhance the state's economic future; and be 14 it 15 FURTHER RESOLVED that the task force shall be composed of 13 members, 16 including: 17 (1) the commissioner of administration or the commissioner's designee; 18 (2) the commissioner of military and veterans' affairs or the commissioner's 19 designee; 20 (3) the commissioner of community and economic development or the 21 commissioner's designee; 22 (4) one member chosen by the President of the University of Alaska; 23 (5) six at-large members chosen jointly by the Speaker of the House of 24 Representatives and the President of the Senate; 25 (6) three members of the legislature, including one chosen by the Speaker of 26 the House of Representatives, one chosen by the President of the Senate, and one chosen 27 jointly by the minority leaders of the House of Representatives and the Senate; and be it 28 FURTHER RESOLVED the members of the task force shall select a chair from 29 among themselves; and be it 30 FURTHER RESOLVED that a staff member and other resources shall be provided 31 to the task force, as necessary, by the legislature; and be it

01 FURTHER RESOLVED that the task force is to begin work on June 1, 2004, or as 02 soon after that date as possible; and be it 03 FURTHER RESOLVED that the task force may meet during the interim; and be it 04 FURTHER RESOLVED that the task force members shall serve without 05 compensation but are entitled to transportation expenses and per diem as authorized for 06 members of boards and commissions under AS 39.20.180; and be it 07 FURTHER RESOLVED that the task force shall provide a report of its findings, the 08 long-term information infrastructure plan, and any draft legislation the task force finds 09 necessary to meet the identified long-term infrastructure needs of the state to the legislature 10 not later than the first day of the First Regular Session of the Twenty-Fourth Alaska State 11 Legislature; and be it 12 FURTHER RESOLVED that the task force may make any interim reports on 13 information infrastructure issues that it considers advisable; and be it 14 FURTHER RESOLVED that the task force is terminated not later than the 15 adjournment of the First Regular Session of the Twenty-Fourth Alaska State Legislature.
