00 HOUSE CONCURRENT RESOLUTION NO. 32 01 Relating to information infrastructure and establishing the Alaska Information 02 Infrastructure Policy Task Force. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the development of information infrastructure will provide Alaska 05 communities with access to broadband connectivity and provide for improved 06 telecommunications, health care, education, homeland security, and economic development 07 opportunities; and 08 WHEREAS access to fiber optic connectivity will help bridge the digital divide that 09 separates rural Alaska from the benefits of technological advances realized by urban areas; 10 and 11 WHEREAS public-private partnerships have been used successfully around the globe 12 to facilitate information infrastructure development; and 13 WHEREAS the Alaska Industrial Development and Export Authority may issue 14 conduit revenue bonds for qualified applicants; 15 BE IT RESOLVED that the Alaska State Legislature establishes the Alaska 16 Information Infrastructure Policy Task Force to review and analyze the state's current and

01 long-term information infrastructure needs; and be it 02 FURTHER RESOLVED that the task force is to begin work on June 1, 2004, or as 03 soon after that date as possible; and be it 04 FURTHER RESOLVED that the task force shall consider how best to define the 05 state role and interest in information infrastructure development; and be it 06 FURTHER RESOLVED that the task force shall address the state's long-term 07 information infrastructure needs by encouraging industry and government to take action, 08 either separately or through joint efforts such as pooling and integrated resource planning, to 09 meet those needs; and be it 10 FURTHER RESOLVED that the task force shall develop a long-term information 11 infrastructure plan for Alaska that will efficiently enhance the state's economic future; and be 12 it 13 FURTHER RESOLVED that the task force shall be composed of 13 members, 14 including: 15 (1) one member from among the members of the Alaska Industrial 16 Development and Export Authority described in AS 44.88.030(a), selected by the members of 17 the Alaska Industrial Development and Export Authority; 18 (2) the commissioner of military and veterans' affairs or the commissioner's 19 designee; 20 (3) the commissioner of community and economic development or the 21 commissioner's designee; 22 (4) four members of the legislature chosen jointly by the Speaker of the House 23 of Representatives and the President of the Senate, one of whom shall be chosen from a list of 24 three names proposed jointly by the minority leaders of the House of Representatives and the 25 Senate; 26 (5) four at-large members chosen jointly by the Speaker of the House of 27 Representatives and the President of the Senate; 28 (6) two members chosen by the President of the University of Alaska who are 29 not members of the legislature or members of the Alaska Industrial Development and Export 30 Authority described in AS 44.88.030(a); and be it 31 FURTHER RESOLVED the members of the task force shall select a chair from

01 among themselves; and be it 02 FURTHER RESOLVED that a staff member and other resources shall be provided 03 to the task force, as necessary, by the legislature; and be it 04 FURTHER RESOLVED that the task force may meet during the interim and shall 05 submit a report of its findings regarding an information infrastructure plan to the legislature 06 by December 31, 2004; and be it 07 FURTHER RESOLVED that the task force may make any interim reports on 08 information infrastructure issues that it considers advisable; and be it 09 FURTHER RESOLVED that the task force is terminated at 11:59 p.m. on April 15, 10 2005.
