00 HOUSE BILL NO. 541 01 "An Act relating to consideration by the legislature of the executive budget and other 02 bills affecting appropriations; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 37.07.070 is amended by adding a new subsection to read: 05 (b) It is not in order in the house of representatives, the senate, or in the 06 finance committees of those houses to consider any budget amendment increasing an 07 appropriation to finance state agency budgets unless 08 (1) an offsetting amendment is adopted that reduces the unobligated 09 and unexpended balance of a valid existing appropriation; 10 (2) an offsetting amendment is adopted that reduces another 11 component within the state agency budgets; or 12 (3) the legislature has affirmatively voted on final passage for one or 13 more bills that would raise new revenue necessary to cover the increased 14 appropriations related to the budget amendment, if the bill was enacted into law.

AS 24.08.035 is amended by adding a new subsection to read: 02 (f) Before a bill that would result in an increased appropriation is reported to 03 the rules committee of each house, there shall be attached to the fiscal note of the bill 04 one or more proposed bills that, if enacted into law, would provide 05 (1) an offsetting amendment to reduce the unobligated and unexpended 06 balance of a valid existing appropriation; 07 (2) an offsetting amendment to reduce a component within a state 08 agency budget; or 09 (3) new revenue necessary to cover the increased appropriations 10 related to the bill for which the fiscal note was prepared. 11 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
