01 "An Act authorizing the commissioner of natural resources to notify the legislature                                     
02 between the first day and the 15th day of a second regular session of the availability of                               
03 program amendments to the five-year proposed oil and gas leasing program previously                                     
04 made available to the legislature, and making an exception to that deadline for the first                               
05 year of the authorization; and providing for an effective date."                                                        
06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
07    * Section 1.  AS 38.05.180(b) is amended to read:                                                                  
08            (b)  The commissioner shall biennially prepare and, between the first day and                            
09       the 15th day of the first regular session of each legislature, notify the legislature of the                      
10       availability of [,] a five-year proposed oil and gas leasing program, and the                                 
11       commissioner may prepare and, between the first day and 15th day of the second                                
12       regular session, notify the legislature of the availability of a modified five-year                           
13       proposed oil and gas leasing program consisting of amendments to the program                                  

01       previously prepared for the legislature's first regular session.  The proposed oil                            
02       and gas leasing program described in this subsection consists [CONSISTING] of a                               
03       schedule of proposed lease sales and specifying as precisely as practicable the location                          
04       of tracts proposed to be offered for oil and gas leasing during the calendar year in                              
05       which the proposed program is made available to the legislature and the following four                            
06       calendar years.                                                                                                   
07    * Sec. 2.  The uncodified law of the State of Alaska is amended by adding a new section to                         
08 read:                                                                                                                   
09       EXCEPTION TO NOTIFICATION DEADLINE FOR 2004.  Notwithstanding the                                                 
10 deadline set in the amendment of AS 38.05.180(b) made by sec. 1 of this Act, in 2004, the                               
11 deadline for notifying the legislature of the availability of a modified five-year proposed oil                         
12 and gas leasing program as described in that amendment is 15 days after the effective date of                           
13 this Act.                                                                                                               
14    * Sec. 3.  This Act takes effect immediately under AS 01.10.070(c).
