01 "An Act authorizing fire departments and emergency medical services to obtain                                           
02 criminal justice information and motor vehicle records to screen volunteer applicants."                                 
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 18.08 is amended by adding a new section to read:                                                 
05            Sec. 18.08.095.  Authority to obtain criminal justice information and                                      
06       driver's license and driving records for volunteer emergency medical technicians.                               
07       (a)  An emergency medical service is authorized to obtain, at no cost, criminal justice                           
08       information under AS 12.62.160(b)(6) and driver's license and driving records                                     
09       maintained under AS 28.15.151 for the purpose of screening persons applying to serve                              
10       as volunteer emergency medical services providers.                                                                
11            (b)  For purposes of this section,                                                                           
12                 (1)  "emergency medical service" means a service that operates under a                                  
13       certificate issued under AS 18.08.082;                                                                            
14                 (2)  "volunteer" means a person who is not compensated by the                                           
01       emergency medical service for the person's time or services, and whose compensation                               
02       does not include equipment, training, or reimbursement of expenses incurred by the                                
03       person in providing volunteer services.                                                                           
04    * Sec. 2.  AS 18.70 is amended by adding a new section to read:                                                    
05            Sec. 18.70.025.  Authority to obtain criminal justice information and                                      
06       driver's license and driving records for volunteer fire fighters and emergency                                  
07       medical technicians.  (a) A fire department or regularly organized volunteer fire                               
08       department is authorized to obtain, at no cost, criminal justice information maintained                           
09       under AS 12.62.160(b)(6) and driver's license and driving records maintained under                                
10       AS 28.15.151 for the purpose of screening persons applying to serve as volunteer fire                             
11       fighters.                                                                                                         
12            (b)  For purposes of this section,                                                                           
13                 (1)  "fire department" means a fire department registered with the state                                
14       fire marshal;                                                                                                     
15                 (2)  "regularly organized volunteer fire department" means a volunteer                                  
16       fire department registered with the state fire marshal that has official recognition and                          
17       financial support from the political subdivision where it is situated;                                            
18                 (3)  "volunteer" means a person who is not compensated by the fire                                      
19       department or volunteer fire department for the person's time or services, and whose                              
20       compensation does not include equipment, training, or reimbursement of expenses                                   
21       incurred by the person in providing volunteer services.
