00 HOUSE BILL NO. 269 01 "An Act establishing the Safety Code Task Force; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 04 to read: 05 SAFETY CODE TASK FORCE. (a) There is established in the legislative branch of 06 state government the Safety Code Task Force. The task force shall consist of nine voting 07 members, as follows: 08 (1) one member appointed by the president of the senate; 09 (2) one member appointed by the speaker of the house of representatives; 10 (3) one member appointed by the governor; 11 (4) the following members appointed jointly by the president of the senate and 12 the speaker of the house of representatives: 13 (A) one member representing the construction design community; 14 (B) one member representing the construction engineering community; 15 (C) one member representing construction general contractors;

01 (D) one member representing the mechanical construction industry; 02 (E) one member representing the electrical construction industry; and 03 (F) one member representing the plumbing construction industry. 04 (b) The task force shall 05 (1) discuss the features of the available published safety codes and 06 recommend one family of codes to be adopted for the state; and 07 (2) discuss and make recommendations on having one state agency 08 responsible for the adoption and administration of all safety codes. 09 (c) The governor shall appoint a person from the Division of Occupational Licensing 10 in the Department of Community and Economic Development, a person from the Division of 11 Fire Prevention in the Department of Public Safety, and a person from the Department of 12 Labor and Workforce Development to act as an advisory panel to the task force. The advisory 13 panel may only participate in the operations of the task force by providing advice to the 14 members of the task force on how the issues addressed by the task force currently affect the 15 advisory panel members' respective agencies and how any proposals would affect those 16 agencies in the future. 17 (d) The members of the task force appointed under (a)(1) and (2) shall serve as co- 18 chairs of the task force. 19 (e) The task force shall meet as frequently as its members determine necessary to 20 perform the task force's work and may meet during the interim between sessions. The task 21 force may meet and vote by teleconference. 22 (f) The members of the task force appointed under (a) of this section are not eligible 23 for compensation but are entitled to per diem and travel expenses authorized for boards and 24 commissions under AS 39.20.180. 25 (g) The task force shall submit a written report of its findings and recommendations to 26 the legislature on or before the first day of the Second Regular Session of the Twenty-Third 27 Alaska State Legislature. 28 * Sec. 2. This Act is repealed on the first legislative day of the Second Regular Session of 29 the Twenty-Third Alaska State Legislature. 30 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
