AS 37.05.180 is amended to read: 05 Sec. 37.05.180. Limitation [TWO-YEAR LIMITATION] on payment of 06 warrants. A warrant upon the state treasury may not be paid unless presented at the 07 office of the commissioner of revenue within six months [TWO YEARS] of the date 08 of its issuance. A warrant not presented within that time is presumed abandoned 09 [CONSIDERED PAID, AND MONEY HELD AT THE EXPIRATION OF THAT 10 TIME IN A SPECIAL FUND OR ACCOUNT FOR THE PAYMENT OF THE 11 WARRANT SHALL BE TRANSFERRED TO THE GENERAL FUND], except 12 where the warrant is for the payment of a permanent fund dividend or [,] a benefit 13 payment or refund under AS 14.25, AS 22.25, AS 26.05, AS 39.30, AS 39.35,

01 AS 39.37, or AS 39.45. Money held for an abandoned warrant shall be delivered 02 to the custody of the Department of Revenue to be administered as unclaimed 03 property under AS 34.45 [, OR WHERE TRANSFER IS PROHIBITED BY THE 04 FEDERAL GOVERNMENT FOR STATE PARTICIPATION IN A FEDERAL 05 PROGRAM]. 06 * Sec. 2. AS 37.25.010(b) is amended to read: 07 (b) A valid approved claim [AN INDEBTEDNESS] arising from a prior year 08 for which the appropriation has lapsed shall be paid from the current year's 09 appropriations [,] if [(1)] this claim [EXPENDITURE] does not exceed the balance 10 lapsed [; AND (2) THE ORIGINAL OBLIGATION DATE IS NOT MORE THAN 11 TWO YEARS FROM THE REQUESTED DATE OF DISBURSEMENT]. 12 * Sec. 3. This Act takes effect July 1, 2003.
