01 "An Act relating to reporting of donations to and money or other donations spent, given,                                
02 or paid by political parties."                                                                                          
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 15.13.040 is amended by adding new subsections to read:                                           
05            (l)  Each political party shall make a full report in accordance with                                        
06       AS 15.13.110 upon a form prescribed by the commission, listing                                                    
07                 (1)  the name and address of each officer and director;                                                 
08                 (2)  the aggregate amount of all donations made to the political party                                  
09       that do not qualify as contributions; and, for all donations in excess of $100 in the                             
10       aggregate a year, the name, address, principal occupation, and employer of the donor,                             
11       and the date and amount donated by each donor; for purposes of this paragraph,                                    
12       "donor" means the true source of the funds, property, or services being donated;                                  
13                 (3)  the date and amount of all donations made by the political party                                   
14       that do not qualify as expenditures; and                                                                          

01                 (4)  payments as follows:                                                                               
02                      (A)  the aggregate amount of all payments made by the political                                    
03            party on a communication; for the purpose of this subparagraph, "payment"                                    
04            means a purchase, payment, promise or obligation to pay, a loan of or loan                                   
05            guarantee on, or a deposit or gift of money, goods, or services for which a                                  
06            charge is ordinarily made;                                                                                   
07                      (B)  all payments in the nature of money or donations spent,                                       
08            given, or paid to others made by the political party that do not qualify as                                  
09            expenditures; and                                                                                            
10                      (C)  for all payments under (A) or (B) of this paragraph in                                        
11            excess of $100 in the aggregate a year, the name, address, principal                                         
12            occupation, and employer of the payee, and the date and amount contributed to                                
13            each payee; for purposes of this subparagraph, "payee" means the true                                        
14            recipient of the funds spent, property used, or services rendered by the political                           
15            party.                                                                                                       
16            (m)  In (l) of this section, "donation" means a purchase, payment, promise or                                
17       obligation to pay, loan of or loan guarantee on, or deposit or gift of money, goods, or                           
18       services, other than volunteer services provided by an individual, that the political                             
19       party receives from an individual or person and that does not qualify as a contribution.
