00                      SENATE JOINT RESOLUTION NO. 37                                                                    
01 Proposing an amendment to the Constitution of the State of Alaska relating to officers                                  
02 and employees of the executive branch.                                                                                  
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  Article III, Constitution of the State of Alaska, is amended by adding a new                         
05 section to read:                                                                                                        
06            Section 28.  Suspension of Appointment, Hiring, Transfer, and Promotion                                    
07       of Officers and Employees.  Upon request of the legislature by concurrent resolution,                           
08       the governor shall suspend, in accordance with law, the appointment and hiring of                                 
09       officers and employees to fill vacancies in the executive branch and the promotion and                            
10       transfer of officers and employees in the executive branch.                                                       
11    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                          
12 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
13 State of Alaska, and the election laws of the state.
