00          HOUSE CS FOR CS FOR SENATE JOINT RESOLUTION NO. 6(FIN)                                                        
01 Urging the Congress of the United States to provide federal education funds as a block                                  
02 grant to the state.                                                                                                     
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04       WHEREAS the federal government provides categorical funding for education to the                                
05 states; and                                                                                                             
06       WHEREAS the State of Alaska is a better judge of how to use funding to meet the                                 
07 education needs in the State of Alaska than is the federal government; and                                              
08       WHEREAS the use of a block grant system is a method that maximizes control by the                               
09 states and local communities; and                                                                                       
10       WHEREAS the block grant system has proven successful in other areas such as                                     
11 welfare funding; and                                                                                                    
12       WHEREAS the United States Congress is considering legislation that would revise                                 
13 federal education funding to the states;                                                                                
14       BE IT RESOLVED that the Alaska State Legislature urges the United States                                        
15 Congress to adopt a block grant system for distributing education funding to the states that                            
16 allows the states maximum flexibility in the use of education funds.                                                    

01       COPIES of this resolution shall be sent to the Honorable George W. Bush, President                              
02 of the United States; the Honorable Rod Paige, United States Secretary of Education; and to                           
03 the Honorable Ted Stevens and the Honorable Frank Murkowski, U.S. Senators, and the                                     
04 Honorable Don Young, U.S. Representative, members of the Alaska delegation in Congress.
