00 SENATE BILL NO. 276 01 "An Act relating to increasing the base student allocation and the maximum amount of 02 quality school funding grants for public schools; changing the name of quality school 03 funding grants to 'learning opportunity grants'; relating to the reduction of 04 supplementary public school funding; and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 14.17.470 is amended to read: 07 Sec. 14.17.470. Base student allocation. The base student allocation is 08 $4,118 [$4,010]. 09 * Sec. 2. AS 14.17.470 is amended to read: 10 Sec. 14.17.470. Base student allocation. The base student allocation is 11 $4,179 [$4,118]. 12 * Sec. 3. AS 14.17.470 is amended to read: 13 Sec. 14.17.470. Base student allocation. The base student allocation is 14 $4,242 [$4,179].

01 * Sec. 4. AS 14.17.470 is amended to read: 02 Sec. 14.17.470. Base student allocation. The base student allocation is 03 $4,305 [$4,242]. 04 * Sec. 5. AS 14.17.480(a) is amended to read: 05 (a) As a component of public school funding, a district is eligible to receive a 06 learning opportunity [QUALITY SCHOOL FUNDING] grant not to exceed the 07 district's adjusted ADM multiplied by $74 [$16]. The department shall by regulation 08 establish a grant process to implement this section. 09 * Sec. 6. AS 14.17.490(d) is amended to read: 10 (d) Beginning in fiscal year 2004 [2000], if a district receives more public 11 school funding under AS 14.17.410 than the district received in the preceding fiscal 12 year, any amount received by the district under this section shall be reduced. The 13 amount of the reduction required under this subsection is equal to the amount of 14 increase from the preceding fiscal year in public school funding multiplied by 40 15 percent. In this subsection, "public school funding" does not include funding under 16 this section. 17 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 18 read: 19 REVISOR OF STATUTES INSTRUCTION. The revisor of statutes is instructed to 20 change the heading of AS 14.17.480 from "Quality school funding" to "Learning opportunity 21 grants." 22 * Sec. 8. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 APPLICABILITY. This Act does not affect any reductions under AS 14.17.490(d) for 25 fiscal years 2000 and 2001. 26 * Sec. 9. The uncodified law of the State of Alaska is amended by adding a new section to 27 read: 28 TRANSITION: REGULATIONS. Notwithstanding sec. 12 of this Act, the state 29 Board of Education and Early Development may immediately proceed to adopt regulations 30 necessary to implement the changes made by this Act. The regulations take effect under 31 AS 44.62 (Administrative Procedure Act), but not before the effective date of the statutory

01 changes made by secs. 1 and 5 of this Act. 02 * Sec. 10. The uncodified law of the State of Alaska is amended by adding a new section to 03 read: 04 RETROACTIVITY. Section 6 of this Act is retroactive to July 1, 2001. 05 * Sec. 11. Sections 6, 8, 9, and 10 of this Act take effect immediately under 06 AS 01.10.070(c). 07 * Sec. 12. Sections 1, 5, and 7 of this Act take effect July 1, 2002. 08 * Sec. 13. Section 2 of this Act takes effect July 1, 2003. 09 * Sec. 14. Section 3 of this Act takes effect July 1, 2004. 10 * Sec. 15. Section 4 of this Act takes effect July 1, 2005.
