00 CS FOR SENATE BILL NO. 250(HES) 01 "An Act relating to a report on the performance of public schools; and providing for an 02 effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.03.120(f) is amended to read: 05 (f) By January 15 of each year, beginning in 2001, the department shall 06 provide to the governor and make available to the public and the legislature a report on 07 the performance of public schools in this state. The report must be entitled "Alaska's 08 Public Schools: A Report Card to the Public." The report must include 09 (1) comprehensive information on each public school compiled, 10 collected, and reported under (d) and (e) of this section for the prior school year; 11 (2) a summary of the information described in (1) of this subsection; 12 the summary must be prepared in a manner that allows school performance to be 13 measured against established state education standards; [AND] 14 (3) for a report due by or after January 15, 2005 [2003], the most

01 recent performance designation under AS 14.03.123 [AS 14.03.123(b)] received by 02 each public school; and 03 (4) the total funding received by each school district during the 04 prior school year, including subtotals of the total funding received by each school 05 district for federal, state, local, and other funding and the per student amount of 06 funding during the prior school year in each district. 07 * Sec. 2. AS 14.03.123(a) is amended to read: 08 (a) Beginning in September 2004 [AUGUST 2002], and during each of the 09 following 12-month periods, the department shall assign each public school in each 10 district the performance designation of distinguished, successful, deficient, or in crisis 11 based on multiple student measures, including student achievement of essential skills. 12 The state board of education and early development shall establish this process by 13 regulation. 14 * Sec. 3. AS 14.03.123(f) is amended to read: 15 (f) Beginning January 1, 2005 [AUGUST 1, 2002], and periodically during 16 each of the following 12-month periods, the department shall monitor the progress of 17 the implementation of each school improvement plan prepared under (e) of this 18 section. 19 * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
