00 CS FOR SENATE BILL NO. 193(FIN) 01 "An Act making a special appropriation to the Alaska Legislative Council for a study of 02 the economic and social effects of the permanent fund dividend on the state; and 03 providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. LEGISLATIVE INTENT. The legislature intends that the Legislative Council, 06 in consultation with the Department of Community and Economic Development, the 07 Department of Health and Social Services, and the Department of Labor and Workforce 08 Development, use the appropriation made by sec. 2 of this Act to contract for a study of the 09 economic and social effects of the permanent fund dividend on the state. The study must 10 include an analysis of the economic, social, and other problems that would be alleviated by 11 extending the durational residency requirement under the dividend program to two years. The 12 study must also include an analysis of the demographic changes, if any, in the state and 13 investigate whether the permanent fund dividend draws people to the state who would 14 otherwise not migrate to Alaska. The results of the study shall be presented to the legislature
01 on or before January 15, 2002. 02 * Sec. 2. The sum of $200,000 is appropriated from the receipts of the Alaska Permanent 03 Fund Corporation generated from the permanent fund to the Legislative Council for a study of 04 the economic and social effects of the permanent fund dividend on the state. 05 * Sec. 3. This Act takes effect July 1, 2001.
