00                            SENATE BILL NO. 63                                                                          
01 "An Act making an appropriation for support of kindergarten, primary, and secondary                                     
02 education programs and for the community schools program for fiscal year 2003; and                                      
03 providing for an effective date."                                                                                       
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  (a)  The sum of $765,174,400 is appropriated from the general fund to the                            
06 forward funding account (AS 14.07.065) for the fiscal year ending June 30, 2003, for the                                
07 following purposes: state aid to public schools program, child nutrition program, tuition                               
08 students program, boarding home grants program, youth in detention program, pupil                                       
09 transportation program, schools for the handicapped program, community schools program,                                 
10 state boarding schools program, and state centralized correspondence study program.                                     
11       (b)  Unless expressly stated otherwise in the Act making the appropriation, the amount                            
12 appropriated by (a) of this section is reduced by an amount equal to that appropriated to the                           
13 Department of Education and Early Development for the fiscal year ending June 30, 2003,                                 
14 from any of the following fund sources for any of the following purposes:                                               

01            (1)  fund sources: general fund/mental health, public school trust fund                                      
02 (AS 37.14.110), school fund (AS 43.50.140), and federal receipts;                                                       
03            (2)  purposes: state aid to public schools program, child nutrition program,                                 
04 tuition students program, boarding home grants program, youth in detention program, pupil                               
05 transportation program, schools for the handicapped program, community schools program,                                 
06 state boarding school program, and state centralized correspondence study program.                                      
07    * Sec. 2.  The appropriation made by this Act is contingent upon the passage by the                                
08 legislature and the enactment into law before January 1, 2002, of a bill establishing the                               
09 forward funding account.                                                                                                
10    * Sec. 3.  This Act takes effect July 1, 2001.
