00 CS FOR SS FOR HOUSE JOINT RESOLUTION NO. 36(JUD) 01 Proposing an amendment to the Constitution of the State of Alaska relating to limiting 02 the rate of state individual income taxes and sales taxes. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article IX, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06 Section 18. Tax Caps. (a) The rate of an individual income tax levied by the 07 State may not exceed five percent of an individual's taxable income, as that term is 08 defined in federal law. 09 (b) The rate of a sales tax levied by the State may not exceed five percent of 10 the sale price. This subsection does not limit the rate of a sales tax levied by a 11 municipality. 12 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 13 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 14 State of Alaska, and the election laws of the state.
