00 HOUSE JOINT RESOLUTION NO. 13 01 Urging the President and the United States Congress to uphold Alaska's right to 90 02 percent of the royalties from oil, gas, and mineral leasing on federal land in Alaska. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the State of Alaska has supplied to the United States an important 05 percentage of its crude oil production in the past three decades, helping to stabilize prices for 06 oil in the United States and to diminish the country's reliance on foreign oil; and 07 WHEREAS the State of Alaska has been a cooperative and stable partner with oil 08 companies, in contrast with many oil-producing countries; and 09 WHEREAS production of oil on Alaska's Arctic National Wildlife Refuge will 10 disturb a priceless resource, one that is of great value to Alaskan citizens; 11 BE IT RESOLVED that the Alaska State Legislature urges the President of the 12 United States and the United States Congress to fulfill the promise of the federal government 13 at Statehood to give the state 90 percent of the oil, gas, and mineral royalties derived from 14 federal land in Alaska; the development of Alaska's valuable resources demands nothing less. 15 COPIES of this resolution shall be sent to the Honorable George W. Bush, President 16 of the United States; the Honorable Richard B. Cheney, Vice-President of the United States

Dennis Hastert, Speaker of the U.S. House 02 of Representatives; the Honorable Trent Lott, Majority Leader of the U.S. Senate; the 03 Honorable Gale Norton, United States Secretary of the Interior; and to the Honorable Ted 04 Stevens and the Honorable Frank Murkowski, U.S. Senators, and the Honorable Don Young, 05 U.S. Representative, members of the Alaska delegation in Congress.
