HCR 21: Supporting the passage of a comprehensive long-term state budgetary and fiscal regime.

00 HOUSE CONCURRENT RESOLUTION NO. 21 01 Supporting the passage of a comprehensive long-term state budgetary and fiscal regime. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the legislature and the governor are responsible for fulfilling certain state 04 constitutional mandates including 05 (1) providing for 06 (A) public education; 07 (B) utilization, development, and conservation of natural resources; 08 (C) leases and permits for mineral exploration and development; 09 (D) public health and welfare; 10 (2) ensuring that individuals and organizations enjoy due process of law; 11 (3) protecting the civil rights of individuals; and 12 WHEREAS the legislature and the governor are responsible for fulfilling other needs 13 of the people and the state including 14 (1) providing for 15 (A) public safety; 16 (B) the maintenance and construction of highways, airports, and other

01 public facilities; 02 (C) the operation of a state university; 03 (2) providing a framework of law and regulation and a transportation system 04 that allows and promotes economic growth and prosperity; 05 (3) protecting the environment; and 06 WHEREAS it is recognized that the fulfillment of the responsibilities of state 07 government will require expenditures; and 08 WHEREAS it is recognized that the current state fiscal regime is inadequate to meet 09 the budgetary needs of the state in the long term; and 10 WHEREAS the legislature acknowledges that a successful, long-term budgetary and 11 fiscal regime requires four components consisting of 12 (1) cost control; 13 (2) use of some earnings of the permanent fund; 14 (3) a broad-based form of taxation; 15 (4) economic growth and prosperity; 16 BE IT RESOLVED that the Alaska State Legislature supports and will pass 17 (1) a cost control measure such as CSSJR 23(FIN) am, amending the 18 constitutional appropriation limit; 19 (2) a bill providing for the use of some earnings of the permanent fund such as 20 HB 304; 21 (3) measures creating economic growth and prosperity such as HB 311, which 22 will provide incentives for increased oil production, and HB 302 and SSHB 190, which will 23 enhance the probability and quicken the development of an Alaska natural gas pipeline.
