00 HOUSE CONCURRENT RESOLUTION NO. 5(title am) 01 Proposing amendments to Uniform Rules 20(a), 37, and 49(a)(4) of the Alaska State 02 Legislature. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Rule 20(a), Uniform Rules of the Alaska State Legislature, is amended to read: 05 (a) Each house has the following standing committees with the jurisdiction 06 indicated: 07 Finance (all appropriation, revenue, capital improvement, and bonding 08 measures, the executive budget, and the programs and activities of the Department of 09 Revenue) 10 Health, Education and Social Services (the programs and activities of the 11 Department of Health and Social Services, the Department of Education and Early 12 Development, and the University of Alaska) 13 Judiciary (the programs and activities of the Alaska Court System, the 14 Department of Corrections, and the Department of Law, and the legal and 15 substantive review of bills referred to it for that purpose) 16 Labor and Commerce (the programs and activities of the Department of Labor

01 and Workforce Development relating to labor-management relations, industrial 02 safety, unemployment compensation, and workers' compensation and the programs 03 and activities of the Department of Community [COMMERCE] and Economic 04 Development that do not primarily relate to local government or to government 05 services or functions in the unorganized borough) 06 Community and Regional Affairs (the programs and activities of the 07 Department of Community and Economic Development that primarily relate to 08 local government and government services or functions in the unorganized 09 borough, [REGIONAL AFFAIRS] and other matters relating to political 10 subdivisions) 11 Resources (the programs and activities of the Departments of Fish and Game, 12 Natural Resources, and Environmental Conservation) 13 Rules (interpretation of the Uniform Rules, calendar, the internal 14 administration of the house and matters pertaining to the management of the 15 legislature as a whole) 16 State Affairs (programs and activities of the Office of the Governor and the 17 Departments of Administration, Military and Veterans' Affairs, and Public Safety, 18 and programs and activities of the Department of Transportation and Public Facilities 19 relating to public facilities) 20 Transportation (programs and activities of the Department of Transportation 21 and Public Facilities relating to transportation and other legislative matters relating to 22 transportation). 23 * Sec. 2. Rule 37, Uniform Rules of the Alaska State Legislature, is amended to read: 24 Rule 37. Introduction of Bills. (a) Any member, group of members, 25 standing, special, or joint committee may introduce a bill, subject to the provisions of 26 these Uniform Rules. A bill must be introduced, in proper form as approved by the 27 enrolling secretary of the legislature, with the original and three [TWO CARBON] 28 copies delivered to the chief clerk or secretary. The bill is then assigned a number 29 which it retains through subsequent changes and substitutions. The bill is considered 30 formally introduced when the clerk or secretary reads the heading and title aloud in 31 open session (first reading). Bills may be introduced through the Rules Committees

01 by the governor and the permanent interim committees pursuant to provisions of law. 02 (b) The original copy of a bill or resolution, or any substitute therefor, remains 03 at all times in the custody of the chief clerk or secretary. [WHEN THE ORIGINAL 04 COPY HAS BEEN PHOTOGRAPHED FOR DUPLICATION EACH PAGE OF 05 THE BILL IS MARKED OR STAMPED "ORIGINAL COPY".] The first copy 06 [CARBON] of the original bill is jacketed and marked "committee copy" and is 07 delivered on receipt to the chairman of the committee of first reference. The 08 "committee copy" is the official copy used to accompany committee reports within a 09 house. If the committee copy is lost or is not otherwise available, a certified 10 photocopy of the original copy may be used. The original of the enrolled copy is used 11 for certification by each house for transmittal to the governor. 12 * Sec. 3. Rule 49(a)(4), Uniform Rules of the Alaska State Legislature, is amended to read: 13 (4) A special concurrent resolution is employed to consider 14 disapproval of an executive order of the governor laid before the legislature under 15 provisions of Sec. 23, Art. III, of the State Constitution. This resolution must be 16 considered by a standing [JOINT] committee of each house and may be adopted by a 17 majority vote of the full membership of the legislature in joint session without 18 recourse to three readings.
