00 CS FOR HOUSE BILL NO. 443(L&C) 01 "An Act retroactively extending the application and licensing deadlines and amending 02 the effective date of certain provisions relating to regulation of persons who practice 03 tattooing and permanent cosmetic coloring or body piercing; and providing for an 04 effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. The uncodified law of the State of Alaska enacted in sec. 31(a), ch. 93, SLA 07 2000, is amended to read: 08 (a) Notwithstanding AS 08.13, as amended by this Act, the Board of Barbers 09 and Hairdressers shall issue a license to practice tattooing and permanent cosmetic 10 coloring or to practice body piercing to a person who 11 (1) submits to the board by October 1, 2002 [JULY 1, 2001], the 12 proper application and fees; 13 (2) provides to the board satisfactory evidence that the person is 18 14 years of age or older and practiced [HAS BEEN PRACTICING] tattooing and
01 permanent cosmetic coloring or body piercing for a fee for at least 12 [OF THE 24 02 CONSECUTIVE] months during the period beginning July 1, 1999, and ending 03 June 30, 2001 [IMMEDIATELY PRECEDING THE PERSON'S APPLICATION 04 DATE]; and 05 (3) demonstrates to the board adequate safety, sanitation, sterilization, 06 and aseptic techniques and knowledge of infection control practices and requirements 07 by passing a written examination approved by the board. 08 * Sec. 2. The uncodified law of the State of Alaska enacted in sec. 32, ch. 93, SLA 2000, is 09 amended to read: 10 TRANSITIONAL BOARD MEMBER. Notwithstanding AS 08.13.010, as 11 amended by sec. 3 of this Act, the initial member of the Board of Barbers and 12 Hairdressers who is appointed to fill the seat designated for a person licensed to 13 practice tattooing and permanent cosmetic coloring or body piercing need not be 14 licensed to practice tattooing and permanent cosmetic coloring or body piercing until 15 December 1 [JULY 1], 2002. 16 * Sec. 3. The uncodified law of the State of Alaska enacted in sec. 35(a), ch. 93, SLA 2000, 17 is amended to read: 18 (a) AS 08.13.070, as amended by sec. 5 of this Act, AS 08.13.180, as amended 19 by sec. 18 of this Act, AS 08.13.190(a), as amended by sec. 20 of this Act, 20 AS 08.13.215, enacted by sec. 24 of this Act, and AS 44.46.020, as amended by secs. 21 29 and 30 of this Act, take effect December 1 [JULY 1], 2002. 22 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 RETROACTIVITY. This Act is retroactive to July 1, 2001. 25 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
