00 CS FOR HOUSE BILL NO. 324(MLV) 01 "An Act making supplemental and other appropriations for homeland security; and 02 providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. FINDINGS. (a) The tragic events of September 11, 2001, require attention to 05 preparedness against terrorism at all levels of government. 06 (b) It is doubtful that the State of Alaska will have the wealth to meet all 07 responsibilities for protection of its citizens from terrorism. It is important to strengthen 08 existing programs while improving local and state capabilities for emergency response. It is 09 impossible to completely prepare for every emergency in every locale in the state. 10 (c) The state's anti-terrorism preparedness and response should be consistent with the 11 following guidelines: 12 (1) strengthening existing programs, especially those that protect and save 13 lives; 14 (2) improving capabilities for responding to emergencies;

01 (3) identifying and protecting assets of national and statewide importance; 02 (4) maintaining continuity of government operations at all levels; 03 (5) reinforcing first responder capabilities; 04 (6) using deployable resources to augment response in areas with inadequate 05 response capabilities; 06 (7) maintaining an appropriate balance between security needs and individual 07 freedom, while fiercely protecting the right of privacy of the citizens of the state; and 08 (8) sharing costs at all levels, state and local and public and private, while 09 appropriating funds with due diligence. 10 * Sec. 2. OPERATING BUDGET ITEMS.
