00                 SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 77                                                               
01 "An Act relating to appropriations for the design and construction of a replacement                                     
02 facility or facilities for the Alaska Psychiatric Institute and for a grant to study the                                
03 feasibility of locating certain health programs at the site of the Alaska Psychiatric                                   
04 Institute; and providing for an effective date."                                                                        
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
06    * Section 1.  Section 138(e), ch. 41, SLA 1993, as added by sec. 11, ch. 8, FSSLA 1994, is                         
07 amended to read:                                                                                                        
08            (e)  It is the intent of the legislature that $40,961,992 [THE $28,961,992] be the                       
09       entire cost to complete construction of a replacement facility or facilities, including a                     
10       forensic psychiatric unit, for the Alaska Psychiatric Institute, comprised of the                             
11       appropriations [APPROPRIATION] contained in (d) and (f) of this section and the                           
12       amount of $6,100,000 previously appropriated.                                                                     
13    * Sec. 2.  Section 138, ch. 41, SLA 1993, as amended by sec. 11, ch. 8, FSSLA 1994, is                             
14 amended by adding a new subsection to read:                                                                             

01            (f)  The sum of $12,000,000 is appropriated from the general fund to the                                     
02       Department of Health and Social Services for the design and construction of a                                     
03       replacement facility or facilities, including a forensic psychiatric unit, for the Alaska                         
04       Psychiatric Institute.                                                                                            
05    * Sec. 3.  The sum of $200,000 is appropriated from the general fund to the Department of                          
06 Community and Economic Development for payment as a grant under AS 37.05.315 to the                                     
07 Municipality of Anchorage for a feasibility study and a needs assessment for co-locating the                            
08 Municipality of Anchorage Department of Health and Human Services and the University of                                 
09 Alaska Anchorage health sciences program at the site of replacement facilities for the Alaska                           
10 Psychiatric Institute.                                                                                                  
11    * Sec. 4.  The appropriation made by sec. 2 of this Act is for a capital project and lapses                        
12 under AS 37.25.020.                                                                                                     
13    * Sec. 5.  This Act takes effect July 1, 2001.
