00HOUSE CS FOR SENATE JOINT RESOLUTION NO. 27(FIN) am H 01 Proposing amendments to the Constitution of the State of Alaska relating to 02 amendments to the state constitution and providing that a court may not change 03 language of a proposed constitutional amendment or revision. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article XIII, sec. 1, Constitution of the State of Alaska, is amended to read: 06  Section 1. Amendments. Amendments to this constitution may be proposed 07 by a two-thirds vote of each house of the legislature. The lieutenant governor shall 08 prepare a ballot title and proposition summarizing each proposed amendment, and shall 09 place them on the ballot for the next general election. If a majority of the votes cast 10 on the proposition favor the amendment, it shall be adopted. Unless otherwise 11 provided in the amendment, it becomes effective thirty days after the certification of 12 the election returns by the lieutenant governor. An amendment is a change that is 13 limited to one subject and may affect more than one constitutional provision. 14 * Sec. 2. Article XIII, Constitution of the State of Alaska, is amended by adding a new

01 section to read: 02  Section 5. Changing Constitutional Proposal Prohibited. A court may not 03 alter or change the language of an amendment to this constitution proposed by the 04 legislature, or of an amendment or revision to this constitution proposed by a 05 constitutional convention. 06 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 07 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 08 State of Alaska, and the election laws of the state.
