00CS FOR SENATE BILL NO. 254(HES) 01 "An Act relating to heirloom certificates of marriage." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.50 is amended by adding a new section to read: 04  Sec. 18.50.272. Heirloom certificates of marriage suitable for display.  (a) 05 In addition to a certificate of marriage issued under this chapter, the state registrar 06 shall issue, on request and payment of a fee established by regulation, an heirloom 07 certificate of marriage representing the marriage of the persons named on the 08 certificate of marriage that is recorded in the office of the registrar. 09  (b) The department shall adopt regulations that establish the amount of the fee 10 for each design of an heirloom certificate of marriage. Notwithstanding 11 AS 37.10.050(a), each fee shall be set at an amount that is more than the estimated 12 actual costs to the department, not to exceed the estimated fair market value of a 13 comparable artistic rendition. The fee required under this subsection is in addition to 14 any fee established under AS 18.50.330 for a copy of a certificate of marriage.

01  (c) The certificate issued under (a) of this section must be in a form consistent 02 with the need to protect the integrity of vital records and must be suitable for display. 03 It may bear the seal of the state and may be signed by the governor. 04  (d) An heirloom certificate of marriage issued under (a) of this section has the 05 same status as evidence as an original certificate of marriage filed under AS 18.50.270. 06  (e) The legislature may use the annual estimated balance of the account 07 maintained by the commissioner of administration under AS 37.05.142 for the fees 08 paid for heirloom certificates of marriage under (b) of this section to make an 09 appropriation to the Alaska children's trust established under AS 37.14.200. 10 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section 11 to read: 12 APPLICABILITY. This Act applies to certificates of marriage filed in this state 13 before, on, or after the effective date of this Act.
