00SENATE BILL NO. 65 01 "An Act authorizing an advisory vote on the use of the Alaska permanent fund 02 earnings reserve account; relating to certain procedures for the special election; 03 and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. At a special statewide election to be set for June 1, 1999, the lieutenant 06 governor shall place before the qualified voters of the state an advisory question of whether 07 the legislature should appropriate $4,000,000,000 from the earnings reserve account of the 08 Alaska permanent fund (art. IX, sec. 15, Constitution of the State of Alaska) to the 09 constitutional budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to help 10 provide sustainable revenue for a balanced budget. The question shall appear on the ballot 11 in the following form: 12 QUESTION 13 Shall the Alaska State Legislature appropriate $4,000,000,000 from the earnings 14 reserve account of the Alaska permanent fund (art. IX, sec. 15, Constitution of the
01 State of Alaska) to the constitutional budget reserve fund (art. IX, sec. 17, Constitution 02 of the State of Alaska) to help provide sustainable revenue for a balanced budget while 03 protecting the principal and maintaining dividends of the Alaska permanent fund? 04 Yes [ ] No [ ] 05 * Sec. 2. The provisions of AS 15.20.082, which require the director of the division of 06 elections to prepare and send a special state absentee ballot to certain qualified voters located 07 outside the state, do not apply to the special election authorized by sec. 1 of this Act. 08 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
