00SENATE BILL NO. 49 01 "An Act relating to missions and measures to be applied to certain expenditures 02 by the executive branch of state government and the University of Alaska from 03 the state operating budget for the fiscal year ending June 30, 1999; and providing 04 for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Notwithstanding any other provision of law, the allocation made in sec. 31, 07 ch. 137, SLA 1998, page 16, lines 24 - 25 (citizens foster care review panel - $295,900) is 08 made subject to the following mission statement and performance measures: 09 Mission: To independently review foster care cases to ensure foster children are 10 expeditiously placed in a permanent home. 11 Performance Measures: 12 (1) Average time to place a child in a permanent home in reviewed cases. 13 (2) Percentage of recommendations followed by the division of family and 14 youth services in reviewed cases.

01 (3) Percentage of cases reviewed. 02 * Sec. 2. Notwithstanding any other provision of law, the appropriation made in sec. 31, 03 ch. 137, SLA 1998, page 17, line 27 (information services - $19,738,600) is made subject to 04 the following mission statement and performance measures: 05 Mission: To prevent and mitigate potential Year 2000 related disruptions. 06 Performance Measures: 07 (1) 100 percent of mission-critical systems repaired, tested, replaced, or fully 08 covered by disaster recovery plans before system failures occur. 09 (2) 100 percent of departmental disaster recovery plans adopted and in place 10 by December 31, 1998. 11 (3) Enterprise risk management plan adopted and in place by December 31, 12 1998. 13 (4) Outreach and communication plan adopted and in place by June 30, 1998. 14 * Sec. 3. Notwithstanding any other provision of law, the appropriation made in sec. 31, 15 ch. 137, SLA 1998, page 19, lines 21 - 22 (Alaska Science and Technology Foundation - 16 $8,995,800) is made subject to the following mission statement and performance measures: 17 Mission: Build an entrepreneurial Alaska economy through the development and 18 application of science and technology (AS 37.17). 19 Performance Measures: 20 (1) Increase the number of full-time equivalent jobs in Alaska as a direct result 21 of Alaska Science and Technology Foundation projects (increasing the five-year average). 22 (2) Increase the amount of gross sales from technology resulting from Alaska 23 Science and Technology Foundation projects. 24 (3) Increase number of value-added products for export or for substitution for 25 imports. 26 (4) Decrease costs of public goods and services from science or technology 27 resulting from Alaska Science and Technology Foundation projects. 28 (5) Percent increase of public goods or services projects that show 29 improvement as measured on a project-by-project basis. 30 * Sec. 4. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 31 137, SLA 1998, page 20, line 17 (local government assistance training and development -

01 $2,666,100) is made subject to the following mission statement and performance measures: 02 Mission: Provide business and utility management assistance to city and village 03 governing bodies to ensure sustainable utility services and protect the health of residents 04 (AS 44.47.050(a)(1) - (6)). 05 Performance Measures: 06 (1) Percent of communities sustaining their sanitation service without major 07 interruption due to managerial problems. 08 (2) Percent of communities free of long-term debt to creditors (vendors and 09 tax collection agencies). 10 (3) Percent of communities following a financial plan adequate for supporting 11 their critical utility service. 12 (4) Percent of customers current with payment for sanitation services in RUBA 13 communities. 14 * Sec. 5. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 15 137, SLA 1998, page 21, line 7 (child care - $3,552,300) is made subject to the following 16 mission statement and performance measures: 17 Mission: Increase the affordability, availability, and quality of child care provided by 18 caregivers. Achieve the optimum availability and quality of child care provided by caregivers. 19 Performance Measures: 20 (1) Turnover in staff in licensed child care. 21 (2) Increase in licensed and registered providers. 22 (3) Increase of accredited facilities. 23 (4) Training units completed by staff in child care facilities. 24 * Sec. 6. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 25 137, SLA 1998, page 21, line 15 (day care assistance programs - $18,966,100) is made subject 26 to the following mission statements and performance measures: 27 Mission: Increase the affordability, availability, and quality of child care provided by 28 caregivers. 29 Mission 1: Provide working families with a child care subsidy for 12 months after 30 their Alaska temporary assistance program cases are closed due to employment and provide 31 child care to teen parents completing high school or GED programs.

01 Mission 2: Assist at-risk, low to moderate income families with the cost of child care 02 while they work or train for work. 03 Performance Measures: 04 Measure 1: 05 (1) Percent of families who return to the Alaska temporary assistance program 06 due to unmet child care needs. 07 (2) Teen parents who failed to attain a secondary diploma due to unmet child 08 care needs. 09 Measure 2: 10 (1) Families who apply for welfare for the first time or who are returning due 11 to unmet child care needs out of the total new applicants for the Alaska temporary assistance 12 program. 13 (2) Families with decreasing child care subsidy levels out of all day care 14 assistance program and PASS III recipients. 15 * Sec. 7. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 16 137, SLA 1998, page 21, line 30 (Head Start grants - $5,878,400) is made subject to the 17 following mission statement and performance measures: 18 Mission: Increase the affordability, availability, and quality of child care provided by 19 caregivers. Provide a comprehensive early education program for low-income children and 20 their families. 21 Performance Measures: 22 (1) Percent change in development screening at program exit compared to 23 program enrollment. 24 (2) Percent of parents who have met at least 25 percent of the goals in their 25 self-sufficiency plans. 26 (3) Percent of Head Start children who are fully immunized. 27 * Sec. 8. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 28 137, SLA 1998, page 22, line 30 (inmate health care - $11,444,400) is made subject to the 29 following mission statement and performance measures: 30 Mission: The mission of the women's psychiatric unit at Hiland Mountain is to 31 identify, stabilize, and treat chronic and acutely mentally ill female inmates so that they can

01 function in open population and reduce likelihood of reoffending. 02 Performance Measures: 03 (1) Percent of inmates experiencing a reduction in the severity of symptoms 04 of mental illness on the unit and upon discharge from the unit. 05 (2) Percent of mentally ill female inmates requiring correctional transfers to 06 the Alaska Psychiatric Institute for psychiatric stabilization. 07 (3) Average time mentally ill female inmates spend in isolation. 08 (4) Staff time dedicated to suicide watch, over time. 09 (5) Recidivism rate of inmates receiving services on the psychiatric unit 10 compared to general recidivism rate. 11 * Sec. 9. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 12 137, SLA 1998, page 23, line 12 (inmate programs - $2,309,600) is made subject to the 13 following mission statement and performance measures: 14 Mission: The mission of inmate programs is to affect successful reintegration of 15 offenders into society and positively structure inmate time. Reduce sexual reoffense rates in 16 Alaska. Increase the education, life, and vocational skill levels of inmates. Prevent relapse 17 and recidivism. 18 Performance Measures: 19 (1) Ratio of reoffense among treated inmates to untreated reoffenders. 20 (2) Percent of recidivism among treated inmates out of all reinstitutionalized 21 inmates (compared to recidivism among nontreated). 22 (3) Percent of GED program enrollees who passed at least one part of the 23 exam (out of the total GED enrollees in prisons). 24 (4) Percent of GED graduates out of total Alaska inmates enrolled in GED 25 classes. 26 (5) Percent of life skill enrollees who have successfully completed a course. 27 (6) Percent of clean urine analyses during treatment (out of total number of 28 inmates in treatment). 29 (7) Percent of inmates enrolled in the inmate substance abuse program 30 education programs who demonstrate a knowledge base in nine topic areas regarding substance 31 abuse.

01 (8) Percent of graduates of the inmate substance abuse treatment programs 02 released on felony probation who follow aftercare recommendations (out of total probationers 03 with recommendations). 04 (9) Percent of probation revocations involving dirty urine analyses for 05 graduates of inmate substance abuse program institutional outpatient treatment programs 06 compared to the percent of revocations involving dirty urine analyses for nongraduates. 07 (10) Percent of reduction in recidivism in inmates completing a therapeutic 08 community program (out of statewide inmate recidivism in same period). 09 * Sec. 10. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 10 137, SLA 1998, page 24, line 28 (community jails - $4,800,000) is made subject to the 11 following mission statement and performance measures: 12 Mission: Provide short-term community jail confinement of persons held under state 13 law, in accordance with established community jail standards. 14 Performance Measures: 15 (1) Percentage of community jails meeting community jail standards by passing 16 annual compliance reviews. 17 (2) Percentage of prisoners arrested and presented but unable to be housed in 18 community jails. 19 * Sec. 11. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 20 137, SLA 1998, page 26, line 18 (quality schools - $27,736,400) is made subject to the 21 following mission statement and performance measures: 22 Mission: To improve student achievement through professional development, school 23 accountability, standards, and assessment. 24 Performance Measures: 25 Student Achievement: 26 Existing Measures: 27 (1) Annual Report Card of student performance in reading, writing, and 28 mathematics. 29 (2) CAT5 - grades 4, 8, 11. 30 (3) Alaska Writing Assessment - grades 5, 7, 10. 31 To be Implemented:

01 (1) Graduation Qualifying Exam (exit exam). 02 (2) Student performance data reported at the school level. 03 (3) Comprehensive assessment system at benchmark level. 04 Professional Development: Percentage of teachers trained who incorporate training into 05 classroom instruction - based on self-reporting surveys. 06 School Accountability - To be Implemented: 07 (1) Measure student performance in accredited schools compared to 08 nonaccredited schools. 09 (2) Number of schools accredited under Alaska accreditation program 10 compared to the total number of schools. 11 * Sec. 12. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 12 137, SLA 1998, page 28, line 23 (Alaska Postsecondary Education Commission program 13 administration - $988,200) is made subject to the following mission statement and 14 performance measures: 15 Mission: To support the development of economically viable, lifelong learners and 16 citizens by providing financial aid to postsecondary students and by authorizing the operation 17 of postsecondary institutions in Alaska. 18 Performance Measures: 19 (1) Percentage of students at nonaccredited institutions borrowing Alaska 20 student loans. 21 (2) Percentage of Alaska student loan borrowers completing training programs. 22 (3) Debt to equity ratio. 23 (4) 180-day default rate. 24 (5) Defaulted loan recovery rate. 25 * Sec. 13. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 26 137, SLA 1998, page 29, line 7 (WWAMI medical education - $1,355,000) is made subject 27 to the following mission statement and performance measures: 28 Mission: Enhance quality and access to health care statewide by providing access to 29 and delivering medical education to Alaskans (AS 14.42.030(d)). 30 Performance Measures: 31 (1) Increase the number of Alaska communities with access to basic or

01 enhanced medical services associated with WWAMI/UW. 02 (2) Percent increase in WWAMI participants who return to Alaska to practice 03 medicine. 04 (3) Percent increase in program participants who practice medicine in a 05 medically underserved area of Alaska. 06 (4) Percent increase in health-related programs developed in Alaska associated 07 with WWAMI/UW. 08 * Sec. 14. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 09 137, SLA 1998, page 30, line 12 (air and water director - $461,300) is made subject to the 10 following mission statement and performance measures: 11 Mission: Prevent or control pollution emissions into the air and water as well as set 12 standards and monitor compliance. 13 Performance Measures: 14 (1) Percentage of science-based standards. 15 (2) Workable permits issued in a timely manner compared to total number of 16 permits issued. 17 Measures specific to water quality: 18 (3) Permits with mixing zones compared to total permits. 19 (4) Average size of mixing zones. 20 (5) Number of impaired water bodies, over time. 21 (6) Percentage of facilities in compliance with permit. 22 * Sec. 15. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 23 137, SLA 1998, page 31, lines 16 -17 (AYK Region fisheries management - $4,239,400) is 24 made subject to the following mission statement and performance measures: 25 Mission: The mission of the division of commercial fisheries is to provide optimum 26 harvests of fish consistent with the sustained yield principle and subject to allocations 27 established through public regulatory processes. 28 Performance Measures: 29 (1) Harvest per fishery (location, species, gear) compared to 10-year average 30 for that fishery. 31 (2) Percentage of fisheries open in one year compared to total number of

01 fisheries. 02 (3) Percentage of permits actively fished compared to 10-year average of 03 permits fished. 04 (4) Actual harvest compared to the projection. 05 (5) Number of escapement objectives met compared to the total number of 06 objectives. 07 (6) Number of allocation objectives met compared to total number of 08 objectives. 09 * Sec. 16. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 10 137, SLA 1998, page 33, line 11 (habitat permitting/Title 16 - $2,395,700) is made subject 11 to the following mission statement and performance measures: 12 Mission: (AS 16.05.840 - 16.05.895) Ensure that development in water bodies is 13 accomplished in a manner that maintains fish access to fish habitat and maintains fish and 14 game habitat in anadromous water bodies, and (AS 16.20) allow public use and enjoyment on 15 legislatively designated state game refuges, critical habitat areas, and sanctuaries consistent 16 with protecting and maintaining fish and wildlife habitat and populations. 17 Performance Measures: 18 (1) Number of projects involving construction of a dam or other obstruction 19 in a fish-bearing water body where efficient fish passage was maintained, mitigated, or 20 compensated compared to the number of projects permitted. 21 (2) Number of projects where fish and game populations and habitat in 22 specified anadromous water bodies were maintained, protected, or enhanced compared to the 23 number of projects in specified anadromous water bodies permitted. 24 (3) Number of projects where unavoidable losses to fish and game populations 25 were successfully mitigated compared to the number of 26  (A) projects involving unavoidable losses to fish and game; and 27  (B) all projects permitted. 28 (4) Number of permits issued where violations of permit terms and conditions 29 were satisfactorily resolved compared to the number of 30  (A) permits whose terms and conditions were violated; and 31  (B) all permits issued.

Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 02 137, SLA 1998, page 34, lines 32 - 33 (Alaska temporary assistance program - $92,470,900) 03 is made subject to the following mission statement and performance measures: 04 Mission: To provide needy Alaska families the financial assistance for which they 05 qualify and to assist clients in reaching economic self-sufficiency. 06 Performance Measures: 07 (1) Change in adult Alaska temporary assistance program caseload compared 08 to change in unemployment rate. 09 (2) Alaska temporary assistance program cases closed due to earnings 10 compared to total Alaska temporary assistance program caseload. 11 (3) Alaska temporary assistance program cases closed due to earnings and child 12 support compared to total. 13 (4) Alaska temporary assistance program cases closed due to earnings without 14 child support. 15 (5) Alaska temporary assistance program cases with earned income compared 16 to total Alaska temporary assistance program caseload. 17 (6) Alaska temporary assistance program clients employed longer than three, 18 six, 12, and 18 months compared to total Alaska temporary assistance program caseload. 19 (7) Alaska temporary assistance program clients average hourly wage. 20 (8) Alaska temporary assistance program payment accuracy rate. 21 * Sec. 18. Notwithstanding any other provision of law, the appropriation made in sec. 31, 22 ch. 137, SLA 1998, page 35, line 22 (Medicaid services - $352,637,600) is made subject to 23 the following mission statements and performance measures: 24 Mission: The mission of the community mental health program is to enhance, 25 consistent with AS 47.30.530 and 47.30.660, the abilities of persons with mental illness to live 26 in their communities with the highest quality of life available to them. 27 Mission: The mission of the Medicaid program is to maintain access to quality health 28 care for all Alaskans and to provide health coverage for needy Alaskans (AS 47.07.010). 29 Performance Measures: 30 (Data to evaluate all measures will be available by the end of fiscal year 1998 except 31 consumer satisfaction measure. This data will be available in spring of fiscal year 1999.)

01 (1) An increase in the percentage of children and adults receiving community- 02 based services who show improved functioning as a result of those services. 03 (2) An increase in the percentage of people receiving mental health services 04 who become employed. 05 (3) A decrease in the total number of psychiatric hospital days used per person 06 that are publicly funded (i.e. chronically mentally ill adults). 07 (4) A decrease in the percentage of consumers that receive mental health 08 services outside their community. 09 (5) Consumer satisfaction measure as defined by stakeholder committee 10 developing quality assurance standards. 11 Performance Measures: 12 (1) Percent of Alaska providers, by type and region, participating in the 13 medical assistance program in the previous fiscal year. 14 (2) Percent of needy Alaskans as defined in AS 47.07.020 who are enrolled 15 or have other health coverage: percent children; percent adults; percent seniors; percent 16 disabled. 17 (3) Percent of licensure surveys conducted in nursing homes annually, hospitals 18 biannually, and home health agencies annually. 19 * Sec. 19. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 20 137, SLA 1998, page 37, line 6 (child care benefits - $23,712,800) is made subject to the 21 following mission statement and performance measures: 22 Mission: Increase the affordability, availability, and quality of child care provided by 23 caregivers; provide cash for child care to families currently receiving Alaska temporary 24 assistance program benefits so they can work or train for work. 25 Performance Measures: 26 (1) Work exemptions claimed due to parents' inability to access child care. 27 (2) Work participation rate of single parents with children aged 0 - 6 years. 28 (3) Families who leave the Alaska temporary assistance program due to 29 employment. 30 * Sec. 20. Notwithstanding any other provision of law, the appropriation made in sec. 31, 31 ch. 137, SLA 1998, page 37, line 33 (front line social workers - $16,727,700) is made subject

01 to the following mission statement and performance measures: 02 Mission: To protect children by preventing and remedying repeated abuse, neglect, and 03 exploitation of children. 04 Performance Measures: 05 (1) Percentage of closed cases for children serviced in their home in which a 06 recurrence of substantiated abuse and neglect occurs 6, 12, and 24 months following case 07 closure. 08 (2) Percentage of closed cases for children placed in alternative permanent 09 homes in which a recurrence of substantiated abuse and neglect occurs 6, 12, and 24 months 10 following case closure. 11 (3) Percentage of permanent adoptive and guardianship homes that are 12 disrupted 6, 12, and 24 months after placement. 13 (4) Percentage of children placed in temporary care who experience 14 substantiated abuse or neglect. 15 (5) Average length of time spent in out-of-home care for children who have 16 been abused or neglected. 17 (6) Average time required to place children in a safe, permanent home after 18 determining that they cannot be returned to their own home. 19 (7) Average number of out-of-home placements before a permanent home is 20 found for a child. 21 * Sec. 21. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 22 137, SLA 1998, page 38, line 26 (McLaughlin Youth Center - $10,040,400) is made subject 23 to the following mission statement and performance measures: 24 Mission: The mission of youth corrections is to protect the public from, and reform, 25 juvenile offenders. 26 Performance Measures: 27 (1) The percentage of juvenile intakes completed in 30 days or less will 28 improve from the current baseline of 55 percent in order to ensure swift action and promote 29 accountability. 30 (2) The percentage of referrals to youth corrections that will be met with an 31 active response, to include either a conference, referral for services, informal supervision, or

01 formal court action will improve from the current baseline of 92 percent. 02 (3) The percentage of restitution paid will be at least 80 percent of the amount 03 ordered, and the number of community work service hours completed will be at least 80 04 percent of the number of hours ordered (baseline not available). 05 (4) Reading and math grade levels for youth in institutional programs will 06 improve by 1.25 months for every month a youth is in the school program. 07 (5) The number of events of escapes from institutions will be maintained or 08 reduced as measured against the historic pattern averaged over the last three-year period of 09 six per year. 10 (6) The percentage of residents leaving institutions receiving aftercare services 11 will increase from the current baseline of 47 percent. 12 (7) Recidivism data will be maintained for both probation field services and 13 all juvenile facilities, including the aftercare component, and the current recidivism rate will 14 be maintained or decreased from the established baseline (in progress). 15 * Sec. 22. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 16 137, SLA 1998, page 41, line 10 (healthy families - $1,195,200) is made subject to the 17 following mission statement and performance measures: 18 Mission: To prevent and remedy abuse, neglect, and exploitation of children through 19 family-centered services. 20 Performance Measures: 21 (1) The rate of substantial abuse and neglect among families served. 22 (2) The rate of substantiated abuse and neglect statewide as compared to the 23 rate of those served. 24 (3) The rate and duration of out-of-home placements of children from families 25 who make use of the services provided. 26 * Sec. 23. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 27 137, SLA 1998, page 43, line 27 (mechanical inspection - $1,831,100) is made subject to the 28 following mission statement and performance measures: 29 Mission: To protect the public from the dangers imposed by improperly installed or 30 maintained electrical and mechanical equipment and systems. 31 Performance Measures:

01 (1) Rate of injury, death, and property damage due to electrical or mechanical 02 failure occurring within agency's jurisdiction, compared to areas of the state outside agency's 03 jurisdiction. 04 (2) The number of overdue boiler and pressure vessel inspections compared 05 to the total number requiring inspections. 06 (3) The number of problematic elevators and tramways compared to total 07 number of elevators and tramways requiring inspections. 08 * Sec. 24. Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 09 137, SLA 1998, page 46, line 7 (Youth Corps - $2,000,000) is made subject to the following 10 mission statement and performance measures: 11 Mission: To use proven United States military methodology and techniques to 12 motivate 16 - 18 year old "at risk" Alaska youth to become productive and successful citizens 13 (AS 44.35.020(b)). 14 Performance Measures: 15 (1) Percent of graduates with GED or reentry to high school. 16 (2) Percent of students increasing English or math comprehension one grade 17 level or more. 18 (3) Percent of graduates from enrollees. 19 (4) Percent of graduates working, in school (continuing education), or training 20 one year after graduation. 21 * Sec. 25. Notwithstanding any other provision of law, the appropriation made in sec. 31, 22 ch. 137, SLA 1998, page 47, line 15 (land development - $7,720,100) is made subject to the 23 following mission statement and performance measures: 24 Mission: Provide for maximum use and settlement of state land consistent with the 25 public interest (AS 38.04.005). 26 Performance Measures: 27 (1) Percent of total entitlement acres which were acquired during year. 28 (2) Percent of trespass actions resolved. 29 (3) Percent of Bureau of Land Management conveyance to third parties 30 contested. 31 (4) Number of amendments to existing area plans.

01 (5) Number of site-specific plans (regions without area plans) as a measure of 02 changing land classification/use requirements. 03 (6) Dollar amount of revenue from material sales. 04 (7) Ratio of commercial land use permits as percent of total. 05 (8) Ratio of leases with significant economic benefit (create 20 or more jobs) 06 as percent of total. 07 (9) Commercial rights-of-way as percent of total rights-of-way. 08 (10) Number of land sales held and percent of preference rights conveyed 09 versus applications. 10 (11) Municipal entitlement requests (applications): number of applications; 11 number of acres. 12 (12) Percent of entitlement remaining to process (acres). 13 (13) Percent of remaining entitlement selected (acres, number). 14 (14) Number of parcels of entitlement which are expedited (acres, number). 15 (15) Percent of selected waiting for municipal survey (acres, number). 16 * Sec. 26. Notwithstanding any other provision of law, the appropriation made in sec. 31, 17 ch. 137, SLA 1998, page 48, line 15 (forest management and development - $8,831,200) is 18 made subject to the following mission statements and performance measures: 19 Mission: Develop, conserve, and enhance Alaska's forests to provide a maximum 20 sustainable supply of forest resources for Alaskans. 21 Mission 1: Manage state forests and forested lands (for which forestry is an identified 22 use) sustainable for maximum public uses of forest resources. 23 Mission 2: Administer the provisions of AS 41.17 (Forest Resources and Practices 24 Act) on state, municipal, and private lands in a manner that maximizes sustainable forest 25 resources and economic enterprises that rely on forest resources. 26 Mission 3: Support private, municipal, and state forest management and fire 27 management programs. 28 Mission 4: Reduce human caused fires and maintain fire fighting resources in a state 29 of operational readiness to manage wildland fires for the safety of Alaska's forest resources 30 and to maintain a healthy forest. 31 Performance Measures:

01 Measure 1: 02 (1) Distribution and abundance of forest types and stand ages. 03 (2) Volume of timber offered annually, including volume of timber offered 04 in-state, value-added processing. 05 (3) Volume of timber offered over five-year period, by year (measure of 06 stability). 07 (4) Percent of harvest acres of state land meeting reforestation requirements 08 established by AS 41.17 or by regulations adopted under AS 41.17 (Forest Resources and 09 Practices Act). 10 (5) Volume offered and number of jobs resulting from timber sales sold under 11 value-added sales (AS 38.05.123). 12 Measure 2: 13 (1) Level of compliance with best management practices as measured by 14 implementation monitoring program. 15 (2) Continued productivity of fish habitat as measured by effectiveness 16 monitoring studies. 17 (3) Continued protection of water quality as measured by implementation 18 monitoring program. 19 (4) Continuation of certification for federal Clean Water Act and coastal zone 20 compliance in accordance with AS 41.17 or with regulations adopted under AS 41.17 (Forest 21 Resources and Practices Act). 22 (5) Compliance with requirements for reforestation on private, municipal, and 23 non-DNR state land. 24 Measure 3: 25 (1) Percent of nonindustrial forest land covered by forest stewardship plans. 26 (2) Percent of number of communities with organized community forestry 27 activities. 28 (3) Equipment and amounts provided to highest priority fire department. 29 (4) Percent of total forested acres included in annual Insect and Disease Report. 30 Measure 4: 31 (1) Percent of full and critical protection categories at less than 10 acres.

Notwithstanding any other provision of law, the allocation made in sec. 31, ch. 15 137, SLA 1998, page 50, line 8 (mining development - $1,995,700) is made subject to the 16 following mission statement and performance measures: 17 Mission: Facilitate the development and stewardship of Alaska's mineral and coal 18 resources. 19 Performance Measures: 20 Public Safety: Percentage of abandoned mines on state land considered hazardous. 21 Rights/Development: 22 (1) New leases and claims compared to total number of leases and claims. 23 (2) Closed leases and claims compared to total number of leases and claims. 24 (3) Federal claims compared to total number of leases and claims. 25 Permitting: 26 (1) Adverse audit findings compared to total audit findings. 27 (2) Dollar value and number of jobs associated with mineral exploration, 28 development, and mine operations, by commodity, over time. 29 (3) Number of active mines over time. 30 (4) Dollar value and number of mineral exploration credits over time. 31 (5) Aged rentals and royalties received by commodity over time.
