00CS FOR HOUSE JOINT RESOLUTION NO. 7(FIN)                                                                              
01 Proposing an amendment to the Constitution of the State of Alaska relating to                                           
02 initiative and referendum petitions.                                                                                    
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                              
04    * Section 1.  Article XI, sec. 3, Constitution of the State of Alaska, is amended to read:                         
05  Section 3.  Petition.  After certification of the application, a petition containing                                
06 a summary of the subject matter shall be prepared by the lieutenant governor for                                        
07 circulation by the sponsors.  If signed by qualified voters  who are  [,] equal in number                             
08 to  at least  ten per cent of those who voted in the preceding general election , who are                           
09 [AND] resident in at least  three-fourths  [TWO-THIRDS] of the house districts of the                                 
10 state , and who, in each of those house districts, are equal in number to at least                                     
11 three per cent of those who voted in the preceding general election in the house                                        
12 district , it may be filed with the lieutenant governor.                                                               
13    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                          
14 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        

01 State of Alaska, and the election laws of the state.
