00CS FOR HOUSE CONCURRENT RESOLUTION NO. 3(FIN) 01 Relating to use of passenger facility charges at the Anchorage International 02 Airport on aircraft with a seating capacity of 60 or more passengers. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the Anchorage International Airport is economically important for Alaska, 05 providing 12,000 jobs and $400,000,000 of payroll; and 06 WHEREAS the Anchorage International Airport is the air traffic center for Alaska, 07 serving the needs of all Alaskans and serving as the gateway for hundreds of thousands of 08 visitors each year; and 09 WHEREAS the Anchorage International Airport is a vital air transportation link 10 between North America, Europe, and the Pacific Rim with over 20,000 international cargo 11 landings a year; and 12 WHEREAS the Congress passed the Aviation Safety and Capacity Expansion Act of 13 1990 authorizing the use of a Passenger Facility Charge that has since been implemented by 14 more than 300 airports nationwide; and

01 WHEREAS Passenger Facility Charges are an important source of capital funds 02 needed to repair, upgrade, and improve airport facilities; and 03 WHEREAS it is the legislature's intent that Passenger Facility Charges be used to 04 repay the bonded indebtedness of the Anchorage International Airport; and 05 WHEREAS a substantial amount of the Passenger Facility Charges now paid by many 06 Alaska travelers to airports in other states could be retained for use in Alaska if there were 07 a Passenger Facility Charge at the Anchorage International Airport; 08 BE IT RESOLVED that the Alaska State Legislature respectfully requests the 09 Governor to direct the Department of Transportation and Public Facilities to apply to the 10 Federal Aviation Administration for the authority to implement a Passenger Facility Charge 11 program at the Anchorage International Airport on aircraft with a seating capacity of 60 or 12 more passengers.
