HB 3001: "An Act appropriating amounts to cover the fiscal year 2001 monetary terms of the collective bargaining agreements for employees of the University of Alaska and the fiscal year 2001 salary and benefit adjustments for university employees who are not members of a collective bargaining unit; appropriating amounts to cover the fiscal year 2001 monetary terms of all executive branch collective bargaining agreements and the fiscal year 2001 salary and benefit adjustments for elected officials, officers, and employees of the legislative, judicial, and executive branches who are not members of a collective bargaining unit; and providing for an effective date."

00HOUSE BILL NO. 3001 01 "An Act appropriating amounts to cover the fiscal year 2001 monetary terms of 02 the collective bargaining agreements for employees of the University of Alaska and 03 the fiscal year 2001 salary and benefit adjustments for university employees who 04 are not members of a collective bargaining unit; appropriating amounts to cover 05 the fiscal year 2001 monetary terms of all executive branch collective bargaining 06 agreements and the fiscal year 2001 salary and benefit adjustments for elected 07 officials, officers, and employees of the legislative, judicial, and executive branches 08 who are not members of a collective bargaining unit; and providing for an 09 effective date." 10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 11 * Section 1. EXECUTIVE BRANCH. (a) Collective Bargaining Agreements. The sum 12 of $20,335,700 is appropriated from the funding sources listed in (d) of this section to the 13 Office of the Governor, office of management and budget, for the fiscal year ending June 30, 14 2001, to implement the monetary terms of the following collective bargaining agreements:

01 COLLECTIVE BARGAINING AGREEMENT 02 (1) Alaska Public Employees Association, for the Supervisory Unit; 03 (2) Alaska State Employees Association, for the General Government Unit; 04 (3) Alaska Vocational Technical Center Teachers Association representing 05 teachers at the Alaska Vocational Technical Center; 06 (4) Alyeska Correspondence School Education Association, representing 07 teachers at the Alyeska Central School; 08 (5) Confidential Employees Association; 09 (6) Inlandboatmen's Union of the Pacific, representing the unlicensed marine 10 unit; 11 (7) International Organization of Masters, Mates, and Pilots, Pacific Maritime 12 Region, for the Masters, Mates, and Pilots Unit; 13 (8) Marine Engineers Beneficial Association, representing licensed engineers 14 employed by the Alaska marine highway system; 15 (9) Public Employees Local 71, for the Labor, Trades and Crafts Unit; 16 (10) Public Safety Employees Association, for the Correctional Officers Unit; 17 (11) Public Safety Employees Association, representing state troopers and other 18 commissioned law enforcement personnel; and 19 (12) Teachers' Education Association of Mt. Edgecumbe. 20 (b) Salary and Benefit Adjustments. The sum of $2,611,600 is appropriated from the 21 funding sources listed in (d) of this section to the Office of the Governor, office of 22 management and budget, for salary and benefit adjustments for public officials, officers, and 23 employees of the executive branch who are not members of a collective bargaining unit for 24 the fiscal year ending June 30, 2001. 25 (c) Legislative Intent. It is the intent of the legislature that part of the appropriation 26 made in (b) of this section is to provide lump sum payments of $1,200, reduced by $50 for 27 each pay period that the officer or employee was not in pay status in fiscal year 2000 and 28 reduced by amounts necessary to pay mandatory employee and employer deductions, for 29 (1) classified and partially exempt officers and employees in the executive 30 branch of the state government who are not members of a collective bargaining unit 31 established under the authority of AS 23.40.070 - 23.40.260 (Public Employment Relations

01 Act), employed and in pay status on July 1, 2000; and 02 (2) public officials, officers, and permanent and temporary employees in the 03 executive branch of the state government who are in the exempt service under AS 39.25, not 04 members of a collective bargaining unit established under AS 23.40.070 - 23.40.260 (Public 05 Employment Relations Act), and employed and in pay status on July 1, 2000. 06 (d) Funding Sources and Transfers. 01 Public building fund 3,500 02 (2) The sum of $980,200 is appropriated from the general fund to the Alaska 03 marine highway system fund (AS 19.65.060(a)) to transfer a sufficient balance to finance 04 appropriations made in (a) and (b) of this section for employees of the Alaska marine highway 05 system. 06 (e) Effects of Nonratification. If a collective bargaining agreement listed in (a) of this 07 section is not ratified by the membership of the respective collective bargaining unit, the 08 appropriations made by this section that are applicable to that collective bargaining unit's 09 agreement are reduced proportionately by the amount for that collective bargaining agreement 10 and the corresponding funding source amounts listed in this section are reduced accordingly. 11 * Sec. 2. ALASKA COURT SYSTEM. (a) Salary and Benefit Adjustments. The sum 12 of $1,154,500 is appropriated from the general fund to the Alaska Court System for salary and 13 benefit adjustments for Alaska Court System employees for the fiscal year ending June 30, 14 2001. 15 (b) Legislative Intent. It is the intent of the legislature that part of the appropriation 16 made in (a) of this section is to provide lump sum payments of $1,200, reduced by $50 for 17 each pay period that the employee was not in pay status in fiscal year 2000 and reduced by 18 amounts necessary to pay mandatory employee and employer deductions, for 19 (1) justices of the state supreme court, judges of the state court of appeals, 20 state superior court judges, state district court judges, and state magistrates, employed and in 21 pay status on July 1, 2000; and 22 (2) permanent and temporary employees in the judicial branch of the state 23 government, other than magistrates and judicial officers, who are not members of a collective 24 bargaining unit established under AS 23.40.070 - 23.40.260 (Public Employment Relations 25 Act), and are employed and in pay status on July 1, 2000. 26 * Sec. 3. UNIVERSITY OF ALASKA. (a) Salary and Benefit Adjustments; Collective 27 Bargaining Agreements. The sum of $6,426,300 is appropriated from the funding sources 28 listed in (b) of this section to the University of Alaska for the fiscal year ending June 30, 29 2001, for salary and benefit adjustments for university employees who are not members of a 30 collective bargaining unit and to implement the monetary terms of the collective bargaining 31 agreements of the

01 (1) University of Alaska Classified Employees Association; 02 (2) Alaska Community Colleges' Federation of Teachers; 03 (3) United Academics; and 04 (4) United Academics - Adjuncts. 05 (b) The fund sources for the appropriation made in (a) of this section are as follows: 06 General fund receipts $5,161,100 07 University receipts 939,400 08 Federal receipts 226,300 09 Auxiliary receipts 99,500 10 * Sec. 4. LEGISLATURE. (a) Salary and Benefit Adjustments. The sum of $706,000 11 is appropriated from the general fund to the legislature for salary and benefit adjustments for 12 legislators and employees of the legislature for the fiscal year ending June 30, 2001. 13 (b) Legislative Intent. It is the intent of the legislature that part of the appropriation 14 made in (a) of this section is to provide lump sum payments of $1,200, reduced by $50 for 15 each pay period that the legislator or employee was not in pay status in fiscal year 2000 and 16 reduced by amounts necessary to pay mandatory employee and employer deductions, for 17 (1) legislators and employees of the legislature under AS 24.10 and AS 24.20, 18 employed and in pay status on July 1, 2000; and 19 (2) employees of the legislature who would otherwise be entitled to payment 20 under (1) of this subsection but who are not employed or in pay status on July 1, 2000, 21 because their employment was limited to the legislative session. 22 * Sec. 5. This Act takes effect July 1, 2000.
