00HOUSE BILL NO. 441 01 "An Act making appropriations for the operating expenses of the University of 02 Alaska; making appropriations under art. IX, sec. 17(c), Constitution of the State 03 of Alaska, from the constitutional budget reserve fund; and providing for an 04 effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 (SECTION 1 OF THIS ACT BEGINS ON PAGE 2) 07 * Sec. 3. TWO-YEAR LAPSE. The allocation in sec. 1 of this Act of $66,284,700 for 08 Budget Reductions/Additions - Systemwide is made for the fiscal years ending June 30, 2001, 09 and June 30, 2002. 10 * Sec. 4. LEGISLATIVE INTENT. The legislature intends to invest in the University of 11 Alaska at a general fund level of $172,143,300 in the fiscal years ending June 30, 2001, and 12 June 30, 2002. In addition, the legislature, through this Act, will invest $34,000,000 over two 13 fiscal years to allow the university added flexibility in meeting the evolving needs of the state. 14 The legislature intends to make the general fund portion of the university appropriation for

01 fiscal year 2001 from the constitutional budget reserve fund in lieu of the general fund. The 02 legislature intends that the general fund base for the university's operating budget for the fiscal 03 year ending June 30, 2003, will be $206,143,300. The legislature also recognizes the need 04 to train Alaskans to fill teacher openings in the state and supports maintenance of the four- 05 year teacher training programs. 06 * Sec. 5. LEGISLATIVE FINDINGS. (a) The legislature finds that the University of 07 Alaska is committed to making significant changes in its operations to 08 (1) develop the state's future leaders; 09 (2) meet the state's employment needs; 10 (3) lead in diversifying the state's economy; 11 (4) increase the number of trained teachers in the state. 12 (b) The legislature finds that the University of Alaska will accomplish these goals by 13 providing 14 (1) a quality education to all university students; 15 (2) a complete and timely sequencing of courses for degree-seeking students; 16 (3) a useful education, allowing students to prepare for careers in the state; 17 (4) increased partnerships with the private sector focused on developing new 18 jobs and Alaska candidates for those new jobs; and 19 (5) four-year teacher training programs. 20 (c) The legislature intends to measure whether the University of Alaska achieves these 21 goals by considering 22 (1) the increasing availability of basic programs offered by the university; 23 (2) the addition of programs focused on meeting employment needs and 24 economic diversification; 25 (3) the reduction in nonproductive programs and facilities; 26 (4) the number of students entering as freshmen who stay to complete their 27 education at the university; 28 (5) the number of students graduating with an education major who find 29 employment in Alaska in their field; 30 (6) whether there is an increase in revenue because of an increased number of 31 students;

01 (7) whether the university establishes leadership in vocational education 02 services in the state, including innovative programs for students in grades 10 through 14; and 03 (8) the percentage of Alaska-trained teachers employed in schools in the state. 04 * Sec. 6. SALARY AND BENEFIT ADJUSTMENTS. (a) The appropriations made to 05 the University of Alaska in sec. 1 of this Act include amounts to implement the monetary 06 terms of the collective bargaining agreements listed in (b) of this section and for salary and 07 benefit adjustments for university employees who are not members of a collective bargaining 08 unit. 09 (b) Funding for the following collective bargaining agreements is included in the 10 appropriations made to the University of Alaska in sec. 1 of this Act: 11 (1) University of Alaska Classified Employees Association; 12 (2) United Academics; 13 (3) United Academics-Adjuncts. 14 (c) The operating budget appropriations made in sec. 1 of this Act to the University 15 of Alaska include any increase or decrease caused by changes to the public employees' 16 retirement system or teachers' retirement system contribution rates. 17 * Sec. 7. CONSTITUTIONAL BUDGET RESERVE FUND. The appropriation made in 18 sec. 1 of this Act includes an appropriation of $206,143,300 made under art. IX, sec. 17(c), 19 Constitution of the State of Alaska. 20 * Sec. 8. This Act takes effect July 1, 2000.
