01 "An Act relating to reduction in payments to individuals under certain benefit                                          
02 programs."                                                                                                              
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  AS 37.07.080(d) is amended to read:                                                                  
05  (d)  A state agency                                                                                                   
06    (1)  shall, if an appropriation made for a benefit program is not                                                  
07 sufficient to fully fund all payments to individuals under that program, reduce the                                     
08 amount of payments to eligible individuals on a pro rata basis; in making the pro                                       
09 rata reductions required by this paragraph, the agency may not consider any                                             
10 potential supplemental appropriation until the appropriation has been enacted;                                          
11 this paragraph does not apply to payments under AS 25.23.190 - 25.23.240, loan                                          
12 programs, state employee retirement benefit programs, or programs for which                                             
13 other provisions of law address underfunding; and                                                                       
14   (2)   may not increase the salaries of its employees, employ additional                                             

01 employees, or expend money or incur obligations except in accordance with law and                                       
02 properly approved operations plan.
