ECONOMIC DISASTER RELIEF. Section 4, ch. 34, SLA 1998, is amended 08 to read: 09  Sec. 4. The appropriations made by this Act lapse June 30, 2001 [1999]. 10 * Sec. 2. DISASTER RELIEF FUND. Section 42(b), ch. 139, SLA 24 1998, is amended to read: 25  (b) If the unrestricted state revenue available for appropriation in fiscal year 26 1999 is insufficient to cover the general fund appropriations made for fiscal year 1999, 27 the amount necessary to balance revenue and general fund appropriations, not to 28 exceed $900,000,001 [$700,000,001], is appropriated to the general fund from the 29 budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska). 30 * Sec. 23. FISH AND GAME. The sum of $50,000 is appropriated from general fund 31 program receipts to the Department of Fish and Game for the pink salmon pre-emergent fry

01 sampling program in the Kodiak Management Area for the fiscal year ending June 30, 1999. 02 * Sec. 24. LAPSE PROVISIONS. (a) The appropriation made by sec. 2 of this Act is to 03 capitalize a fund and does not lapse. 04 (b) The appropriation made by sec. 6(f) of this Act lapses June 30, 2000. 05 (c) The appropriation made by sec. 9(a) of this Act is for a capital project and lapses 06 under AS 37.25.020. 07 * Sec. 25. (a) The appropriation made by sec. 16(c) of this Act is made under art. IX, sec. 08 17(c), Constitution of the State of Alaska. 09 (b) Section 22 of this Act amends an appropriation from the constitutional budget 10 reserve fund made under art. IX, sec. 17(c), Constitution of the State of Alaska. 11 * Sec. 26. RETROACTIVITY. Section 21(b) of this Act is retroactive to July 1, 1996. 12 * Sec. 27. This Act takes effect immediately under AS 01.10.070(c).
