00CS FOR SENATE CONCURRENT RESOLUTION NO. 23(RLS) 01 Suspending Uniform Rules 24(c), 35, 41(b), and 42(e) of the Alaska State 02 Legislature concerning House Bill No. 2, relating to the permanent fund dividend 03 program. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 That under Rule 54 of the Uniform Rules of the Alaska State Legislature, the 06 provisions of Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules, regarding changes to the 07 title of a bill, are suspended in consideration of House Bill No. 2, so that the title is "An Act 08 requiring, for purposes of permanent fund dividend eligibility, an individual to have been 09 physically present in the state for at least 72 consecutive hours during the prior two years before 10 the current dividend year; relating, for purposes of permanent fund dividend eligibility, to 11 allowable absences for secondary and postsecondary education on a full-time basis, vocational, 12 professional, or other education on a full-time basis when a comparable program is not 13 reasonably available in the state, serving on active duty as a member of the armed forces of the 14 United States, receiving continuous medical treatment or convalescing if the treatment or

01 convalescence is not based on a need for climatic change, providing care for certain relatives 02 with critical life-threatening illnesses, providing care for certain terminally ill relatives, settling 03 the estates of certain relatives, serving as a member of the United States Congress, serving on 04 the staff of a member from this state of the United States Congress, serving as an employee of 05 the state, participating in a teacher exchange program sponsored by the state, participating on 06 a United States national athletic team as an eligible athlete, serving in the Peace Corps or as a 07 volunteer in the Federal Emergency Management Agency, serving in the Foreign Service of the 08 United States, accompanying certain ill minors, accompanying another eligible resident who is 09 absent for an allowable reason as the spouse, minor dependent, or disabled dependent of the 10 eligible resident, or for any reason consistent with an individual's intent to remain a state 11 resident; prohibiting, for purposes of permanent fund dividend eligibility, an individual from 12 claiming an allowable absence unless the individual was a resident for at least six consecutive 13 months immediately before leaving the state; making ineligible, for purposes of permanent fund 14 dividend eligibility, certain individuals who are absent for more than 180 days during each of 15 10 qualifying years; relating to the definition of state 'resident' for purposes of permanent fund 16 dividend eligibility and requiring a state resident to have the intent to remain indefinitely; 17 relating to the qualifying year and defining that term for purposes of the permanent fund 18 dividend program; relating to the eligibility for 1998 permanent fund dividends of certain 19 spouses and dependents of eligible individuals; and providing for an effective date."
