01 "An Act relating to issuance of special license plates."                                                                
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 28.10.181(h) is amended to read:                                                                  
04  (h)  Vehicles owned by ranchers, farmers, and dairymen.  A vehicle not                                                
05 exceeding an unladen total gross weight of 16,000 pounds, owned by a person deriving                                    
06 the person's primary source of livelihood from the operation of a ranch, farm, or dairy                                 
07 where the person resides full-time, and  that  [WHICH VEHICLE] is used exclusively                                    
08 to transport  (1)  the person's own ranch, farm, or dairy products , or greenhouse or                                
09 nursery products, including vegetables, plants, grass seed, sod, or tree seedlings,                                    
10 to and from the market ,  or  (2)  [TO TRANSPORT] supplies, commodities, or                                         
11 equipment to be used on the person's ranch, farm, or dairy,  or in the person's                                        
12 greenhouse or nursery,  may be registered under this subsection and may be issued                                      
13 registration plates of a distinctive design or system of numbering.                                                     
14    * Sec. 2.  AS 28.10.181(o) is amended to read:                                                                     

01  (o)  Special request university plates.  Upon application by the owner of a                                           
02 passenger vehicle, [NONCOMMERCIAL] van or pick-up truck, or motor home, the                                             
03 department may design and issue registration plates representing the University of                                      
04 Alaska Anchorage, University of Alaska Fairbanks, University of Alaska Southeast,                                       
05 or Prince William Sound Community College.  The department may disapprove the                                           
06 issuance of registration plates under this subsection when the requested plates are a                                   
07 duplication of an existing registration.                                                                                
08    * Sec. 3.  AS 28.10.181(s) is amended to read:                                                                     
09  (s)  Special request dog mushing plates.  Upon application by the owner of a                                          
10 passenger vehicle, [NONCOMMERCIAL] van or pick-up truck, or motor home, the                                             
11 department may design and issue registration plates representing the sport of dog                                       
12 mushing in the state.  The department may disapprove the issuance of registration                                       
13 plates under this subsection when the requested plates are a duplication of an existing                                 
14 registration.                                                                                                           
15    * Sec. 4.  AS 28.10.181 is amended by adding a new subsection to read:                                             
16  (t)  Special request plates commemorating the arts.  Upon application by the                                          
17 owner of a passenger vehicle, van or pick-up truck, or motor home, the department                                       
18 may issue registration plates commemorating the arts.  The commissioner, after                                          
19 consulting with the Alaska State Council on the Arts, shall determine the design and                                    
20 color of plates commemorating the arts.  The department may disapprove the issuance                                     
21 of registration plates under this subsection when the requested plates are a duplication                                
22 of an existing registration.                                                                                            
23    * Sec. 5.  AS 28.10.421(d) is amended by adding a new paragraph to read:                                           
24   (14)  special request plates commemorating the arts . . . . . . . . . . . . . $150                                   
25 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee                                    
26 required by this paragraph shall be collected biennially in the same manner as the fee                                  
27 required under (b)(1) or (2) of this section; the commissioner of administration shall                                  
28 separately account for the fees received under this paragraph that the department                                       
29 deposits in the general fund; notwithstanding (g) of this section, the annual estimated                                 
30 balance in the account that is in excess of the cost of issuing special request plates                                  
31 may be appropriated by the legislature for the support of programs benefiting the arts.
