01 "An Act relating to issuance of special license plates."                                                                
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 28.10.181(h) is amended to read:                                                                  
04  (h)  Vehicles owned by ranchers, farmers, and dairymen.  A vehicle not                                                
05 exceeding an unladen total gross weight of 16,000 pounds, owned by a person deriving                                    
06 the person's primary source of  income  [LIVELIHOOD] from the operation of a ranch,                                   
07 farm, or dairy where the person resides full-time, and  that  [WHICH VEHICLE] is                                      
08 used exclusively to transport the person's own ranch, farm, or dairy products to and                                    
09 from the market or to transport supplies, commodities, or equipment to be used on the                                   
10 person's ranch, farm, or dairy, may be registered under this subsection and may be                                      
11 issued registration plates of a distinctive design or system of numbering.   In this                                   
12 subsection, "person" has the meaning given in AS 01.10.060.                                                            
13    * Sec. 2.  AS 28.10.181(o) is amended to read:                                                                     
14  (o)  Special request university plates.  Upon application by the owner of a                                           

01 passenger vehicle, [NONCOMMERCIAL] van or pick-up truck, or motor home, the                                             
02 department may design and issue registration plates representing the University of                                      
03 Alaska Anchorage, University of Alaska Fairbanks, University of Alaska Southeast,                                       
04 or Prince William Sound Community College.  The department may disapprove the                                           
05 issuance of registration plates under this subsection when the requested plates are a                                   
06 duplication of an existing registration.                                                                                
07    * Sec. 3.  AS 28.10.181(s) is amended to read:                                                                     
08  (s)  Special request dog mushing plates.  Upon application by the owner of a                                          
09 passenger vehicle, [NONCOMMERCIAL] van or pick-up truck, or motor home, the                                             
10 department may design and issue registration plates representing the sport of dog                                       
11 mushing in the state.  The department may disapprove the issuance of registration                                       
12 plates under this subsection when the requested plates are a duplication of an existing                                 
13 registration.                                                                                                           
14    * Sec. 4.  AS 28.10.181 is amended by adding a new subsection to read:                                             
15  (t)  Special request plates commemorating the arts.  Upon application by the                                          
16 owner of a passenger vehicle, van or pick-up truck, or motor home, the department                                       
17 may issue registration plates commemorating the arts.  The commissioner, after                                          
18 consulting with the Alaska State Council on the Arts, shall determine the design and                                    
19 color of plates commemorating the arts.  The department may disapprove the issuance                                     
20 of registration plates under this subsection when the requested plates are a duplication                                
21 of an existing registration.                                                                                            
22    * Sec. 5.  AS 28.10.421(d) is amended by adding a new paragraph to read:                                           
23   (14)  special request plates commemorating the arts . . . . . . . . . . . . . $150                                   
24 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee                                    
25 required by this paragraph shall be collected biennially in the same manner as the fee                                  
26 required under (b)(1) or (2) of this section; the commissioner of administration shall                                  
27 separately account for the fees received under this paragraph that the department                                       
28 deposits in the general fund; notwithstanding (g) of this section, the annual estimated                                 
29 balance in the account that is in excess of the cost of issuing special request plates                                  
30 may be appropriated by the legislature for the support of programs benefiting the arts.
