00HOUSE JOINT RESOLUTION NO. 18 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 changing the rate of a tax or license that supports a dedication of its proceeds. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article IX, sec. 7, Constitution of the State of Alaska, is amended to read: 05  Section 7. Dedicated Funds. The proceeds of any state tax or license shall 06 not be dedicated to any special purpose, except as provided in section 15 of this article 07 or when required by the federal government for state participation in federal programs. 08 This provision shall not prohibit the continuance of any dedication for special purposes 09 existing upon April 24, 1956, and shall not prohibit the legislature from changing 10 the rate of the tax or license the proceeds of which are dedicated for a special 11 purpose under the continuance [THE DATE OF RATIFICATION OF THIS 12 SECTION BY THE PEOPLE OF ALASKA]. 13 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 14 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the
