HCR 23: Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating to minutes for committee meetings; and providing for an effective date.

00HOUSE CONCURRENT RESOLUTION NO. 23 01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature 02 relating to minutes for committee meetings; and providing for an effective date. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Rule 23(f), Uniform Rules of the Alaska State Legislature, is amended to 05 read: 06  (f) Each standing, special, and joint committee shall 07  (1) record its meetings electronically and prepare a log of the recording 08 adequate to locate specific testimony; 09  (2) prepare minutes of each meeting of the committee on a standard 10 form prescribed jointly by the Rules Committees of the house and the senate; the 11 minutes must [SHALL] include 12  (A) a list of the names of each member present during the 13 meeting; 14  (B) a list of the name and affiliation of each witness testifying

01 before the committee; 02  (C) [A BRIEF STATEMENT OF THE POSITION OF THE 03 WITNESS ON] the subject each witness testified upon; and 04  (D) each amendment formally considered by the committee, the 05 name of the member moving adoption of the amendment, the action taken on 06 the amendment, and the yeas and nays if a committee member has requested 07 a roll call vote on adoption of an amendment; 08  (3) maintain a chronological file of minutes, copies of which shall be 09 made available upon request; 10  (4) make available to the Legislative Affairs Agency a copy of all 11 minutes of committee meetings during the session for entry of the minutes as a data 12 base on the legislative computer system; 13  (5) at the end of the second session of each legislature, deliver to the 14 legislative reference library 15  (A) a binder that contains an index and copies of all minutes 16 filed by date; 17  (B) tapes of committee meetings and logs for those tapes 18 prepared under (1) of this subsection; and 19  (C) a file for each bill or subject considered by the committee 20 that includes written testimony submitted to the committee, state agency 21 position papers and memoranda, bill drafts considered by the committee, letters 22 of intent adopted by the committee, and other materials of research value. 23 * Sec. 2. The amendment proposed by this resolution takes effect immediately.
