01 "An Act amending the foundation formula to provide education funding for the                                            
02 Alaska National Guard Challenge Youth Corps program; relating to limited teacher                                        
03 certificates; and providing for an effective date."                                                                     
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
05    * Section 1.  AS 14.17 is amended by adding a new section to read:                                                 
06  Sec. 14.17.028.  Money for National Guard Challenge Youth Corps.  Money                                             
07 for the instructional services provided in a fiscal year by the National Guard Challenge                                
08 Youth Corps within the Department of Military and Veterans' Affairs includes an                                         
09 allocation from the public school foundation account in an amount calculated by                                         
10 multiplying the instructional unit value in AS 14.17.056 by the number of students                                      
11 enrolled in the program and multiplying that product by 65 percent.  The department                                     
12 shall determine the number of students enrolled in the program by treating the youth                                    
13 corps as if it were a school district and applying the student counting provisions of                                   
14 AS 14.17.160.                                                                                                           

01    * Sec. 2.  AS 14.20.025 is amended by adding a new subsection to read:                                             
02  (b)  Notwithstanding AS 14.20.020(b), upon application, a person who is                                               
03 employed as a teacher in the National Guard Challenge Youth Corps program and who                                       
04 the department determines has demonstrated instructional skills and prior experience                                    
05 in alternative high school programs shall be issued a limited teaching certificate that                                 
06 allows the person to teach in the National Guard Challenge Youth Corps program.                                         
07    * Sec. 3.   This Act takes effect July 1, 1998.
