00CS FOR HOUSE BILL NO. 315(FIN) 01 "An Act relating to operating appropriations for facility operations, maintenance 02 and repair, and renewal and replacement for components of public buildings and 03 facilities; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 37.07.020 is amended by adding a new subsection to read: 06  (e) The budget prepared under (a) of this section must present the proposed 07 operating expenditures for each agency for annual facility operations, annual 08 maintenance and repair, and periodic renewal and replacement for components of 09 public buildings and facilities separately from the other proposed operating 10 expenditures by the agency. Proposed annual appropriations for an agency's facility 11 operations, maintenance and repair, and renewal and replacement for components of 12 public buildings and facilities contained in an appropriation bill prepared under (a) of 13 this section must be presented separately from appropriations for other proposed 14 operating expenditures by the agency.

01 * Sec. 2. AS 37.07.120 is amended by adding new paragraphs to read: 02  (8) "facility operations" means activities and expenses relating to the 03 day-to-day operations of a building or facility, including utilities, janitorial service, 04 security service, snow removal, and direct supervision of related maintenance activities; 05  (9) "maintenance and repair" means the day-to-day scheduled and 06 preventive maintenance effort, including minor repair work, required to keep a building 07 or facility operational and in a continuous state of readiness; 08  (10) "renewal and replacement" means the scheduled replacement of 09 worn-out major building components and the replacement or retrofitting of obsolete 10 or inefficient building systems in order to maintain or extend the life of a building or 11 facility. 12 * Sec. 3. This Act takes effect July 1, 1998.
