00HOUSE BILL NO. 213 01 "An Act relating to teacher certification." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 14.20.020(b) is amended to read: 04  (b) A person is not eligible for a teacher certificate unless that person has 05 received at least a baccalaureate degree from an institution of higher education 06 accredited by a recognized regional accrediting association or approved by the 07 commissioner. Beginning on July 1, 2001, an applicant for a teacher certificate is 08 not eligible for the certificate, regardless of whether the person has satisfied the 09 certification requirements of another jurisdiction, unless the person earned a 10 baccalaureate degree in a subject other than education and the person has 11 completed a year of additional training that satisfies the requirements of (i) of this 12 section. However, this subsection is not applicable to persons 13  (1) [PERSONS] employed in the state public school system on 14 September 1, 1962; or

01  (2) [PERSONS] issued an emergency certificate during a situation 02 which, in the judgment of the commissioner, requires the temporary issuance of a 03 certificate to a person not otherwise qualified. 04 * Sec. 2. AS 14.20.020 is amended by adding a new subsection to read: 05  (i) An applicant for a teacher certificate on or after July 1, 2001, must have 06 completed, in addition to the baccalaureate degree required under (b) of this section, 07 a year of teacher training consisting of two semesters of half-time student teaching and 08 two semesters of course work in education from an institution of higher education 09 accredited by a recognized regional accrediting association or approved by the 10 commissioner. Each semester of half-time student teaching must take place in a 11 different classroom and under the supervision of a different teacher. The board shall 12 adopt regulations establishing the requirements for education course work for a teacher 13 certificate.
