00CS FOR SS FOR SENATE JOINT RESOLUTION NO. 14(JUD) 01 Proposing amendments to the Constitution of the State of Alaska relating to 02 confirmation of appointments and removal of public members who serve on a 03 board or commission involved with managing the assets of the Alaska permanent 04 fund. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Article III, sec. 26, Constitution of the State of Alaska, is amended to read: 07  SECTION 26. BOARDS AND COMMISSIONS. (a) When a board or 08 commission is at the head of a principal department or a regulatory or quasi-judicial 09 agency, its members shall be appointed by the governor, subject to confirmation by a 10 majority of the members of the legislature in joint session, and may be removed as 11 provided by law. They shall be citizens of the United States. The board or 12 commission may appoint a principal executive officer when authorized by law, but the 13 appointment shall be subject to the approval of the governor. 14 * Sec. 2. Article III, sec. 26, Constitution of the State of Alaska, is amended by adding a

01 new subsection to read: 02  (b) If there are public members of a board or commission that manages the 03 assets of the fund created in Section 15 of Article IX, including a board or commission 04 that is at the head of a public corporation or other public entity that manages the assets 05 of the fund created in Section 15 of Article IX, they shall be appointed by the 06 governor, subject to confirmation by a majority of the members of the legislature in 07 joint session, and may be removed only for cause as provided by law. 08 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 09 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 10 State of Alaska, and the election laws of the state.
