00SPONSOR SUBSTITUTE FOR SENATE JOINT RESOLUTION NO. 14 01 Proposing amendments to the Constitution of the State of Alaska relating to 02 confirmation of appointments of public members who serve on a board or 03 commission involved with managing the assets of the Alaska permanent fund. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article III, sec. 26, Constitution of the State of Alaska, is amended to read: 06  SECTION 26. BOARDS AND COMMISSIONS. (a) When a board or 07 commission is at the head of a principal department or a regulatory or quasi-judicial 08 agency, its members shall be appointed by the governor, subject to confirmation by a 09 majority of the members of the legislature in joint session, and may be removed as 10 provided by law. They shall be citizens of the United States. The board or 11 commission may appoint a principal executive officer when authorized by law, but the 12 appointment shall be subject to the approval of the governor. 13 * Sec. 2. Article III, sec. 26, Constitution of the State of Alaska, is amended by adding a 14 new subsection to read:

01  (b) If there are public members of a board or commission that manages the 02 assets of the fund created in Section 15 of Article IX, including a board or commission 03 that is at the head of a public corporation or other public entity that manages the assets 04 of the fund created in Section 15 of Article IX, they shall be appointed by the 05 governor, subject to confirmation by a majority of the members of the legislature in 06 joint session, and may be removed as provided by law. 07 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 08 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 09 State of Alaska, and the election laws of the state.
