SCR 19: Establishing the Blue Ribbon Commission on Gaming and Gambling and relating to commission recommendations regarding gaming and gambling in the state.

00SENATE CONCURRENT RESOLUTION NO. 19 01 Establishing the Blue Ribbon Commission on Gaming and Gambling and relating 02 to commission recommendations regarding gaming and gambling in the state. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the legislature has for many years wrestled with issues surrounding 05 gaming and gambling in the state; and 06 WHEREAS it is in the public interest that an independent analysis be conducted to 07 review policy issues dealing with gaming and gambling to determine whether any form of 08 gaming or gambling should be permitted in the state, and, if any gaming or gambling should 09 be permitted, to make recommendations regarding the regulation of gaming and gambling 10 activities; and 11 WHEREAS a commission consisting of representatives of both the legislative and 12 executive branches is required to properly review gaming and gambling issues and develop 13 recommendations regarding significant state gaming and gambling policies; 14 BE IT RESOLVED by the Alaska State Legislature that the Blue Ribbon Commission

01 on Gaming and Gambling is established to formulate recommended public policy with respect 02 to gaming in all its forms in Alaska through 03 (1) review of the extent and types of gaming and gambling activities currently 04 conducted in Alaska; 05 (2) identification of the relationship between gaming for charitable purposes 06 and class III gaming under 25 U.S.C. 2701 et seq. (Indian Gaming Regulatory Act); 07 (3) consideration of the operations and effects in other states of casino 08 gambling and other forms of gaming; 09 (4) consideration of public opinion regarding gaming and gambling; 10 (5) consideration of whether any form of gaming or gambling should be 11 permitted in the state; 12 (6) consideration of the need for a permanent gaming commission to oversee 13 gaming and gambling activities; 14 (7) consideration of the manner in which gaming and gambling should be 15 regulated and how the regulation should be funded; and be it 16 FURTHER RESOLVED that the Blue Ribbon Commission on Gaming and Gambling 17 shall consist of nine members as follows: 18 (1) three members appointed by the Governor; 19 (2) three members appointed by the President of the Senate; and 20 (3) three members appointed by the Speaker of the House of Representatives; 21 and be it 22 FURTHER RESOLVED that, within funds made available for the purpose, the 23 commission may hire staff and, subject to approval by the Alaska Legislative Council, contract 24 for services to perform its duties under procurement procedures adopted by the council; and 25 be it 26 FURTHER RESOLVED that the Department of Revenue, the Department of Public 27 Safety, the Department of Law, and the legislative research division of the Legislative Affairs 28 Agency shall provide assistance to the commission on request; and be it 29 FURTHER RESOLVED that the commission shall report its findings and 30 recommendations to the Governor and the Legislature by January 15, 1996; and be it 31 FURTHER RESOLVED that the commission is terminated at 11:59 p.m. on
