00SENATE CONCURRENT RESOLUTION NO. 2 01 Relating to reimbursement of expenses for residents who travel to the capital city 02 to attend legislative sessions or to testify before legislative committees. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS it is essential that residents of the state have the opportunity to participate 05 in state government; and 06 WHEREAS it is through their representatives elected to the legislature that the 07 residents of the various districts in this vast state have the greatest chance to making their 08 special concerns and needs known; and 09 WHEREAS travel to the state capital can be prohibitively expensive for many state 10 residents who would like to communicate with their representatives and observe the legislature 11 in action; and 12 WHEREAS it is in the best interest of Juneau to ensure that all of the people have 13 access to the state capital; and 14 WHEREAS Juneau greatly benefits from its status as the capital city of Alaska and

01 should, therefore, take some responsibility for making the capital accessible to all of the state 02 residents; and 03 WHEREAS Juneau has set aside a portion of its sales tax receipts in a rainy day 04 account to meet special needs of the capital city; 05 BE IT RESOLVED that the Alaska State Legislature requests Juneau, the state capital 06 city, to provide money from its rainy day account for reimbursement of expenses incurred by 07 state residents in traveling to the capital city to attend legislative sessions or to testify before 08 legislative committees; and be it 09 FURTHER RESOLVED that the Legislative Affairs Agency is directed to make 10 recommendations to the Legislative Council and the Assembly of the City and Borough of 11 Juneau regarding the method by which the rainy day account should be used to ensure 12 efficient and fair treatment in the reimbursement of expenses incurred by state residents 13 traveling to the capital city. 14 COPIES of this resolution shall be sent to the Mayor of the City and Borough of 15 Juneau and to each of the members of the Assembly of the City and Borough of Juneau.
