01 "An Act making an appropriation from the earnings reserve account to the                                                
02 principal of the permanent fund; making an appropriation from the budget                                                
03 reserve fund under art. IX, sec. 17(c), Constitution of the State of Alaska, to the                                     
04 principal of the permanent fund; and providing for an effective date."                                                  
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
06    * Section 1.  The sum of $1,200,000,000 is appropriated from the earnings reserve account                            
07 (AS 37.13.145) to the principal of the permanent fund.                                                                  
08    * Sec. 2.  The sum of $1,000,000,000 is appropriated from the budget reserve fund, under                             
09 art. IX, sec. 17(c), Constitution of the State of Alaska, to the principal of the permanent fund.                       
10    * Sec. 3.  This Act takes effect only if an amendment to the Constitution of the State of                            
11 Alaska establishing an education endowment account in the permanent fund is adopted by the                              
12 voters in 1996.                                                                                                         
13    * Sec. 4.  If this Act takes effect under sec. 3 of this Act, it takes effect January 1, 1997.
