HCR 4: Relating to adoption of the Uniform Rules of the Alaska State Legislature, amending those rules; and providing for an effective date.

00HOUSE CONCURRENT RESOLUTION NO. 4 01 Relating to adoption of the Uniform Rules of the Alaska State Legislature, 02 amending those rules; and providing for an effective date. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The Uniform Rules of the Alaska State Legislature, as adopted in 1981 and 05 as amended in 1985, 1988, 1989, 1991, and by this resolution are adopted as the Uniform 06 Rules of the Alaska State Legislature. 07 * Sec. 2. Rule 4 of the Uniform Rules of the Alaska State Legislature is amended to read: 08  RULE 4. DUTIES OF THE PRESIDING OFFICER. The presiding officer of 09 each house has the duties set forth in Section 575, MASON'S MANUAL OF 10 LEGISLATIVE PROCEDURE, 1989 [1979] edition, when not inconsistent with these 11 Uniform Rules. In the absence of the regular presiding officer, the majority leader of 12 the house serving ex officio as presiding officer pro tempore shall preside; except that 13 the regular presiding officer may temporarily relinquish the chair to any member. 14 * Sec. 3. Rule 26 of the Uniform Rules of the Alaska State Legislature is amended to read:

01  RULE 26. DECORUM IN DEBATE. Decorum in debate is governed by the 02 provisions of Sections 120 through 126 [127], MASON'S MANUAL OF 03 LEGISLATIVE PROCEDURE, 1989 [1979] edition, when not inconsistent with these 04 Uniform Rules. 05 * Sec. 4. Rule 55(a) of the Uniform Rules of the Alaska State Legislature is amended to 06 read: 07  (a) The rules of parliamentary practice comprised in MASON'S MANUAL OF 08 LEGISLATIVE PROCEDURE, 1989 [1979] edition, implement and govern the 09 Uniform Rules of the Legislature in all cases not covered by these Uniform Rules. 10 * Sec. 5. The Uniform Rules of the Alaska State Legislature as adopted by this resolution 11 take effect immediately.
