01 "An Act giving notice of and approving the entry into, and the issuance of                                              
02 certificates of participation in, a lease-purchase agreement for a centralized                                          
03 public health laboratory."                                                                                              
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  NOTICE AND APPROVAL OF THE ENTRY INTO AND FINANCING OF                                                 
06 A LEASE-PURCHASE AGREEMENT.  The state bond committee is authorized to issue                                            
07 certificates of participation for, and the Department of Health and Social Services is authorized                       
08 to enter into, a lease-purchase agreement for a centralized public health facility to be                                
09 constructed under the lease-purchase agreement in order to replace the existing public health                           
10 laboratories located in Juneau and Anchorage.  The anticipated total construction, acquisition,                         
11 and other costs of the project are not to exceed $16,648,000.  The total anticipated annual                             
12 amount of the rental obligation is $2,687,000.  The total anticipated lease payments for the                            
13 full term of the lease-purchase agreement amount to $20,374,500.  The state shall own the                               
14 facility at the end of the lease term.  This section constitutes the notice and approval required
