01 "An Act making a supplemental appropriation from the general fund to cover                                              
02 shortfalls in federal receipts caused by an impasse in enacting the 1996 federal                                        
03 budget; relieving conditions on the expenditure of general fund matching                                                
04 appropriations; and providing for an effective date."                                                                   
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
06    * Section 1.  INTENT.  It is the intent of the legislature that the additional amount                                
07 appropriated by the amendment to sec. 5, ch. 94, SLA 1995 made in sec. 2 of this Act, and                               
08 the general fund matching money authorized for accelerated use by sec. 3 of this Act may be                             
09 expended to keep essential state programs operating until the fiscal year 1996 federal budget                           
10 is enacted.  The governor is encouraged to use all available means to seek reimbursement                                
11 from responsible federal agencies to restore general fund money expended under this Act                                 
12 pending enactment of the fiscal year 1996 federal budget.                                                               
13    * Sec. 2.  Section 5, ch. 94, SLA 1995 is amended by adding  a new subsection to read:                               
14  (b)  If the federal receipts appropriated in sec. 47 of this Act to the Department                                    

01 of Labor for employment and unemployment services, labor market information                                             
02 services,  and occupational safety and health programs are not timely received and thus                                 
03 fall short of the estimate, the amount of the shortfall, not to exceed $1,500,000, is                                   
04 appropriated from the general fund.                                                                                     
05     *  Sec. 3.  Notwithstanding any other provision of ch. 94, SLA 1995, an appropriation                               
06 from the general fund made in ch. 94, SLA 1995 for the purpose of satisfying a federal                                  
07 requirement to match federal financial participation may be expended without regard to the                              
08 matching requirement if the federal money to be matched is unavailable because the fiscal                               
09 year 1996 federal budget has not been enacted.                                                                          
10    * Sec. 4.  This Act takes effect immediately under AS 01.10.070(c).
