00SENATE JOINT RESOLUTION NO. 35 01 Relating to an amendment to the Constitution of the United States setting out 02 the authority of the United States Congress and of state legislatures to enact laws 03 relating to limits on election campaign expenditures. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS, under Article V of the Constitution of the United States, amendments to 06 the Constitution of the United States may be proposed by the Congress of the United States 07 or, upon the application of the legislatures of two-thirds of the states, the Congress shall call 08 a constitutional convention for the purpose of proposing amendments; 09 BE IT RESOLVED by the Alaska State Legislature that the Congress of the United 10 States is requested to propose and submit to the states an amendment to the Constitution of 11 the United States that reads substantially as follows: 12 ARTICLE -- 13  Section 1. Congress shall have power to set reasonable limits on 14 campaign expenditures by, in support of, or in opposition to any candidate in

01 a primary or other election for Federal office. 02  Section 2. The States shall have power to set reasonable limits on 03 campaign expenditures by, in support of, or in opposition to any candidate in 04 a primary or other election for State or local office. 05 ; and be it 06 FURTHER RESOLVED that, alternatively, the Alaska State Legislature makes 07 application and requests that the Congress of the United States call a convention for the sole 08 and exclusive purpose of proposing substantially the same amendment to the Constitution of 09 the United States; and be it 10 FURTHER RESOLVED that if the Congress proposes such an amendment to the 11 Constitution of the United States, this application shall no longer be of any force or effect; and 12 be it 13 FURTHER RESOLVED that this application and request shall no longer be of any 14 force or effect if the convention is not limited to the exclusive purpose specified by this 15 resolution. 16 COPIES of this resolution shall be sent to the Honorable Bill Clinton, President of the 17 United States; to Walter J. Stewart, the Secretary of the United States Senate; to Donnald K. 18 Anderson, the Clerk of the United States House of Representatives; and to the Honorable Ted 19 Stevens and the Honorable Frank Murkowski, U.S. Senators, and the Honorable Don Young, 20 U.S. Representative, members of the Alaska delegation in Congress.
