01 "An Act establishing a grant program relating to veterans' services."                                                   
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 26.10 is amended by adding a new section to article 1 to read:                                      
04  Sec. 26.10.055.  GRANT PROGRAM FOR VETERANS' SERVICES.  (a)                                                           
05 Within the limits of money appropriated for the purposes of this section, the                                           
06 Department of Military and Veterans' Affairs may, upon application, award a grant to                                    
07 a veterans' organization for the expenses of                                                                            
08   (1)  training persons in veterans' rehabilitation and service work; and                                              
09   (2)  performing rehabilitation work for veterans, including the                                                      
10 prosecution of their claims and taking other actions to seek solution of their problems                                 
11 arising out of military service.                                                                                        
12  (b)  The Department of Military and Veterans' Affairs shall adopt regulations                                         
13 to implement the grant program authorized under this section.  The regulations must                                     
14 include a requirement that a grantee                                                                                    

01   (1)  submit quarterly reports to the department indicating, by                                                       
02 community, the number of individuals served under the grant during the previous                                         
03 quarter and the dollar amount of monetary benefits recovered during the previous                                        
04 quarter through the services provided under the grant; and                                                              
05   (2)  use at least 25 percent of the money received under the grant for                                               
06 the expenses of delivering services to veterans in communities with a population of                                     
07 less than 400, as determined by the Department of Community and Regional Affairs.                                       
08  (c)  In this section, "veterans" includes veterans and their dependents and a                                         
09 beneficiary of any military claim.
