01 "An Act amending the definition of `municipality' for purposes of the human                                             
02 services community matching grant program."                                                                             
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 29.60.600 is amended by adding a new subsection to read:                                            
05  (c)  A city may not receive a human services matching grant during a fiscal                                           
06 year to provide a specific service if, during that same year, the borough within which                                  
07 it is located has received a grant for the same service.  A borough may not receive a                                   
08 grant during a fiscal year to provide a particular service if, during that same year, a                                 
09 city within the borough has received a grant for the same service.                                                      
10    * Sec. 2.  AS 29.60.650(2) is amended to read:                                                                       
11   (2)  "municipality" means a (A) city whose population is over 20,000;                                             
12 (B) [, AS DETERMINED BY THE DEPARTMENT OF COMMUNITY AND                                                                
13 REGIONAL AFFAIRS, OR A] unified municipality whose population is over 100,000;                                         
14 or (C) second class borough whose population is over 65,000; population for                                             

01 purposes of this paragraph shall be [, AS] determined by the Department of                                             
02 Community and Regional Affairs.
